RDRRMC-ARMM BRIEFS “MEDIA” ON MULTI-HAZARD SIMULATION DRILL


Datu Odin Sinsuat, MAGUINDANAO- The Regional Disaster Risk Reduction and Management Council-ARMM is slated to spearhead a “Multi-Hazard Simulation Drill” on 17 August 2016 to be held at the vicinity of Cotabato (Awang) Airport, this town.

In a Media Orientation today, 15 August 2016 held at the OCD-ARMM Conference Hall with different Media outfits together with members of the Regional Disaster Risk Reduction and Management Council-ARMM and UN-OCHA, Operations Section Chief Engr. Amier Ashan Aplal discussed the drill’s scenario which includes Mass Casualty, Fire Incident, Aviation Mishap and Civil Disturbance.

“During the activity, a 7.9 earthquake shall take place for about 30-45 seconds where the Civil Aviation Authority of the Philippines employees shall do the duck, cover and hold and evacuate to safe area. At 3:10pm there will be Aviation Mishap. By 3:15PM, it is the time for the arrival of firefighters and security forces. There will be clearing operation by the AFP, the PNP shall set up Incident Perimeter, the BFP shall have fire suppression in the incident perimeter, and there will also be assessment of the infrastructure,” said Aplal.

Aplal said they will set-up Incident Management Team (IMT) and closely coordinate with the CAAP First Responders.

“Upon arrival of the responders, they need to check in at the Incident Command Post (ICP), where there will be Incident Briefing and Responder’s Assignment. For the Emergency Medical Response, there will be assignment and deployment of each team, setting-up of triage area and emergency medical station, transport of casualties, and feedback protocol. For the Security and Safety, there will be assignment and deployment of each team, security and safety of responders, and feedback protocol. For the Management of the Dead and Missing, there will be assignment and deployment of each team, extraction of the dead, and the identification protocol,” said Aplal.

Myrna J. Angot, OIC of the Office of Civil Defense-ARMM, said the drill is aimed at increasing and ensuring the safety of the people during and after disasters; evacuation of the affected constituents, with focus on women, children, elderly and persons with disabilities and in providing medical assistance and relief; train participants on the proper action and response during an earthquake; and assess various elements of the response plan designed by the government’s disaster management committee.

“The Multi-Hazard Drill shall be a venue to enhance the preparedness of the communities around the affected areas in case destructive event occur in no time. We could also assess the response capability of various government agencies, even private and volunteer responders,” said Angot.

Accordingly, the objectives of the drill are as follows: To understand the impact of a major earthquake particularly a potential 7.9 Magnitude genarated by the Cotabato Trench; To understand the command and control mechanisms at all levels based from the RA 10121 and existing Contingency Plans; To test, assess, validate and evaluate the actual ground set-up of the Local EOCs and communication system, and to strengthen and align all existing concept of Response Cluster particularly with the First Response.

Meantime, Angot said there are two (2) stages of the drill, Earthquake and the Scenario.

“In the Earthquake Drill Phase, there will be Alarm and Response Phases. For the Alarm Phase, there will be continuous ringing of siren/bell for one minute which means there is ongoing earthquake. For the Response Phase, it is a must for them to stay where they are unless imminent danger is noticeable.

It is also recommended to move to a safer place with caution,” said Angot.

Angot added that during the evacuation phase, after the alarm/siren stops (meaning the shaking stops) the airport staff, government employees and affected community shall start with the evacuation from the building. The evacuation shall proceed through the predetermined routes where airport staff and employees will gather outside a designated evacuation area.

Meanwhile, in setting up the Emergency Operation Center and the Incident Command System, Angot said a command post shall be established. Upon establishment of the ICP, she added, there will be staging area, triage area, emergency response post, and establishment of communication post.

Angot said the ICS is a standardized on-scene incident management concept designed specifically to allow responders to adopt an integrated organizational structure equal to the complexity and demands of any single incident or multiple incidents without being hindered by jurisdictional boundaries.

Further, Aplal has also discussed the ICS Structure for the Multi-Hazard Drill.
“Various clusters includes Coordination, Food and Non-food Items, Protection, Camp Coordination and Management, HEALTH (WASH, Health, Nutrition and Psychosocial Services), Logistics, Emergency Telecommunications, Search Rescue and Retrieval, Management of the Dead and Missing, and Security Cluster,” said Aplal.

Carmencita Salik, CAAP Officer, said that as assumption during the airport operation on August 17, 2016, the incoming flight from Manila landed and parked at Awang Airport. There are at least 50 passengers on board including its pilot and crew.

“When the passengers were about to disembark from the aircraft, an earthquake with intensity 7.9 will hit the area. All the passengers would be adversely affected. Similarly, other facilities and vulnerable points of the Airport will be damaged. At the aerodrome management control center, several personnel would be trapped. In addition, some of the out bound passengers at the pre-departure area will get injured due to the fallen debris. Right after, a fire incident shall occur at the terminal building,” said Salik.

Salik added other participating forces includes the Local PNP, Armed Forces of the Philippines (6th ID Camp Siongco PA), the Philippine Air Force (TOG XII), PNP Aviation Security Group, Office for Transportation Security (OTS), and the Airline Private Security Guards.

Accordingly, responders from the airside area shall be the Aerodrome Rescue and Fire Fight Services (ARFF), CSI-National, PNP-Aviation Security Group, and the Camp Siongco Hospital for the ambulance and immediate medical attention. For the Landside area, it will be CSI-ARMM/ CSI National, PNP- Aviation Security Group, OTS Terminal Building, Local PNP-ARMM, Nearest BFP, Nearest Hospital, AFP and PAF.

Mila Platon, Designated Incident Commander, said that during execution, the team shall immediately convene the Emergency Command Center or Incident Command Center.

“The ARFF shall respond quickly to the aircraft with the CSI forces to augment the PNP-Aviation Group personnel in cordoning the area. There will also be quick response from the 6th ID hospital personnel to help the victims and other nearby hospital such as the Cotabato Regional and Medical Center (CRMC),” said Platon.

The drill simply conforms with the national government’s four-point plan on disaster preparedness specifically on public information, education, communication and disaster response. It was simultaneously done in government and non-government offices, and selected schools and establishments around the country. (GILMHAR A. LAO-MINDANAOEXPOSE’)
