A Day that Cotabateños will Never Forget


August 5, 2013--a day that Cotabateños will never forget.

It was on this tragic day when 7 lives were lost because of an act of terrorism that still haunts its victims until today, three years after.

City Vice Mayor Atty. Frances Cynthia Guiani-Sayadi, who was then the City Administrator, was on her way to a meeting, about 4:00 in the afternoon, when an explosion happened along Sinsuat Avenue, in front of Villa Funeral Homes. She believed the bomb was meant for her.

"I will never forget what happened. My staff, up to this day, are still startled everytime they hear a loud "bang" because of the trauma this horrible incident has caused", said Vice Mayor Guiani-Sayadi.

She also recalled trying to go down her vehicle and check upon those who got hit by the bomb's shrapnels but her staff and security prevented her from doing so as they have heard gun shots shortly after the explosion.

Seven innocent people, to include two children and two of the vice mayor's staff, died on the spot.

"Anything that is horribly done to hurt innocent civilians is an act of terrorism and we cannot allow that to happen in Cotabato City. Until today, we are still waiting for justice be served to the people behind this", the official added.

The victims, including the Vice Mayor Guiani-Sayadi, is calling on the National Bureau of Investigation to finally identify the suspects on this case, put them to justice, finally heal the hearts of the families who are still grieving the loss of their loved ones, and somehow relieve the trauma that the victims still feel until this day. President Rodrigo Duterte met ARMM Gov. Mujiv Hataman and discussed pressing issues


Twice within a little over a week, President Rodrigo Duterte met ARMM Gov. Mujiv Hataman and discussed pressing issues -- conflict, poverty and drugs -- which are among the issues that the regional government has been addressing as it pushes for development, security, and peace in the ARMM.

On July 21, Duterte visited Basilan, where he was welcomed by Hataman. A few days later, August 1, Hataman then went to Malacanang, a move seen by many as the regional governor's show of commitment to the peace and development agenda of the President. Here, President Duterte gave Hataman a book on crime wars wracking Central and South America and the Caribbean, in hopes of underscoring his commitment to end the drug problem that now plagues not only the region but also the whole country.

Always, peace has been central in these discussions, with an emphasis on correcting the historical injustices committed against the Bangsamoro, the same historical injustices that need to be acknowledged and addressed.
Federalism was also discussed, but not without discussing the prospects of passing a constitutionally-sound Bangsamoro law that echoes the aspiration of our people.

The needs and concerns of the provinces across ARMM were also discussed with the President vowing to prioritize ARMM and Mindanao in general.

One of the most heartwarming moments during this meeting was when President Duterte said he is looking forward to a Philippines with Moro leaders at the forefront -- a sign that the injustices of the past have already been corrected and that peace has finally been achieved.

President Duterte has also expressed confidence in the regional governor. Duterte told Hataman that he has "full faith" in the ARMM governor's leadership, going as far as to tease Hataman that he'd like to live to see a Moro president for this country someday and that he hopes it turns out to be the current ARMM governor. Cotabato City (August 1, 2016) - Cotabato City Vice Mayor Frances Cynthia Guiani-Sayadi is impressed on what President Rodrigo Roa Duterte is doing for the country which can be opted for operation by local government units in parallel with efforts of the national government.

She said the efforts of the President for reforms and change cannot be solely done by himself in the same way the mayor cannot do it alone since “we need each other.”

In an interview by Mindanao Expose’, the vice mayor reiterated Duterte’s point of not using one’s position as an armor to abuse people. “When you are given the task, like a police officer, perform your duties but you are not allowed to abuse people.”

On the supposed duration in applying for and releasing of a passport as enunciated by the President, she said this issue is best left to be answered by the Department of Foreign Affairs for it is under its turf and not the local government unit.

On the drive against illegal drugs, she reasoned out the legalities appertaining to the voluntary surrender of the users and pushers, citing charges against those who violated the laws. “As a lawyer, I am in the position to know what is right and wrong…”

On the word surrender, she said what may be appropriate a term is “surfeit” as these drug dependents may need rehabilitation as first in the offing or operation to reform. It is not enough that they surrender but ascertaining they are out of the vice following rehabilitative program which involves a time-frame and check on or monitoring of their activities.

Only medical professionals and allied specialists can determine the signs that these drug dependents are out of the doping crisis, the vice mayor said.

In relation to traffic management and other salient legislations, Guiani-
Sayadi said the proposed measures to ease the problem(s) have been referred to the committee level and soon these will be deliberated on the floor during regular sessions.

She admitted that the committee members are already pressured in the conduct of public hearings and studies but “this is what we like the legislative body to be. We need to make it fast because of our present situation.”
       
She also mentioned the visit of the officials’ from Kapatagan, Lanao del Sur headed by Mayor Jun Maglangit with Vice Mayor Raida B.Maglangit and their municipal councilors for observation of the city’s legislative sessions.

Guiani-Sayadi said they shared with the visitors the “best practices” of the city’s governance, saying: “We quoted those what we are doing best, what are the procedures, what things should be ready, and how we execute them.”
       
In her concluding statement, the vice mayor said: “President Duterte is very sincere. No doubt for him. He is one person who loves the country. He is one person that make Filipinos happy. He is one person committed to make this country away from drugs and with a clean government. Along the way, there’s struggle after all and it is our duty to help him because he cannot do it alone.”       

She is also one in adhering to human rights, mentioning the reported extra judicial killings in the crackdown against illegal drugs which should be looked into. “The most important thing is you're not guilty and you have to keep on working.” (Anne B. Acosta)

OCD-ARMM CONDUCTS NDCM POSTER MAKING CONTEST 2016


Datu Odin Sinsuat, MAGUINDANAO- At least forty-one (41) participants from various towns of Maguindanao competed, 30 July 2016 in the first ever NDCM Poster Making Contest 2016 held at Hotel Almasser, Brgy. Awang, this town.

In pursuit to promote the advocacy of “disaster resilience” among the young ones at the very young age, the contest was opened to children ranging from 10-15 years old.

The participant’s materials depicted the theme of the National Disaster Consciousness Month for the Calendar Year 2016, "Kahandaan at Pagtugon sa Sakuna, Tungkulin ng Bawat Isa".

Following the competition’s criteria for judging, Relevance to the theme-40%, Originality-30%, and Impact (Neatness, Presentation, Color Harmony)- 30%, a twelve year old pupil from Parang, Maguindanao, Hannah Clarissa V. Ontolan was hailed as Champion after winning first place. The second place was won by John Kenneth D. Baduel, and third placer Merrah P. Atacador.

Ontolan received a cash prize of Php 5,000.00, Baduel with Php 3,000.00, and Atacador with Php 2,000.00. All three received their respective certificates of recognition.

Meanwhile, the remaining contestants have also received a consolation prize of Php 500.00 and certificate of participation.

Myrna J. Angot, Officer-in-Charge of OCD-ARMM, said this advocacy section’s initiative activity is timely and relevant in strengthening the knowledge and awareness of the children when it comes to Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA).

“This is significant for we are in fact learning from these children. They taught us to become more sensitive on our strategies and approaches so we can better instill in their very minds the importance of DRR and CCA,” said Angot.

The judging panel were composed of Myrna Jocelyn Henry of the ARMM HEART, Jennifer V. Daco of the Cotabato City National High School Annex (LR Sebastian Site), and Michelle M. Uy of the Cotabato City National High School- Rojas Site. (GILMHAR A. LAO-MINDANAO EXPOSE’)

Dimaukom, Al-hadj (right) of Datu Saudi Ampatuan in Maguindanao inaugurated  last July 25 the locally funded P1.2-M Gender and Development(GAD) Center at Barangay Salbo for use by the gender group such as the Women’s for Peace and Development  Organization, Inc. chaired by Bai Jennah Mangudadatu Lumawan (left) , younger sister of Maguindanao Governor Esmael Mangudadatu. The GAD Center will also be used as session hall of the Sangguniang Bayan chaired by Vice Mayor BaiAnida A. Dimaukom, Al-hadja. It holds session every Tuesday. (MINDANAO EXPOSE’)

HUMANITARIAN RESPONSE  --- Personnel of Datu Saudi Ampatuan municipal government repack food stuff for distribution to evacuees from Mamasapano, DatuSaydona, and Datu Unsay towns, all in Maguindanao province, who sought refuge in the more peaceful DSAtown following fire-fight between military forces and elements of the Bangsamoro  Islamic Freedom Fighters last July 26 at the boundary of DatuSaydona.
