EDITORIAL: Postponing barangay, SK poll 2nd time around

It is the second postponement of the barangay and Sangguniang Kabataan elections since the presidency of Rodrigo Duterte. The elections was supposed to be held in October 31, 2016 but moved to October 23, 2017 and then held off until May 14, 2018, thus,  giving the incumbents near five years of public office and political power.

Before Duterte signed the postponement bill, the Commission on Elections already spent some P850 million in the printing of ballots. Here’s hoping these printed electoral materials could still be used in the next elections otherwise another waste of public funds which could have instead be utilized for other humane programs such as additive to Marawi City rehabilitation. Action on such reasonable postponement  or political mind-setting should be foreseeable or synchronized before the scheduled slate so efforts and resources are unwasted.

What is the reason for the postponement: It’s purging local officials involved in illegal drug trade. Duterte said he has to update the narco-politics lists, not wanting that illegal drug trade would influence the result of the barangay and SK elections.

On the other hand, Rene Sarmiento, chair of the Parish Pastoral Council for Responsible Voting welcomed the postponement, saying it was a prudent decision as this would allow all stakeholders to focus on other pressing matters, adding that it is a high relief from uncertainty surrounding the fate of the elections.

Naturally, we expect the Liga ng mga Barangay to favor the postponement… for obvious reason, of course. Top barangay incumbent heads say this will give them more time to pursue unfinished business. They better do accomplish the unfinished agenda or they be the ones to be purged for incompetencies… for one, they have to clear their communities from the pangs of illegal drug trade.

Anyhow, even if the elections have not been postponed, the Mindanao island is excluded from the political exercise after the COMELEC passed a resolution to this effect due to terror threat or “security reasons.”

So the barangay governments have another year to resolve problems besetting their communities or come out with developmental frameworks for future pursuits of stakeholders. If the election deferment is due to drug threat and whatever uncertainties, then the menace or crisis situation have to be eliminated given the time span until the next suffrage.


Under democratic paradigm, the point is clear, the posts for barangay officials are determined/decided by the people through elections. The postponement is just a temporary arrangement until the coast is clear for sailing. Let us give a hand in clearing the coast from clogs. – (MINDANAO EXPOSE’)

Midtimbang patriarch expresses sentiments over Talitay crisis

TALAYAN, Maguindanao --- "Datu Sa Talayan" and former Talayan mayor Datu Ali Midtimbang has expressed his sentiment on the ongoing situation besetting their municipality and local government unit.

Midtimbang said that at the midst of the rising crisis on leadership and threats to peace and security, it is the Armed Forces and the police “that know better what to do.”

“The military and the PNP are exerting much effort to pacify the situation,” he said.

Midtimbang said the very challenge now is how to control the proliferation of illegal drugs and the presence of lawless armed groups.

“The peace and security must be strengthened. The populace there are scared which resulted them to stage a peace rally last September 27 during the conduct of the 3rd regular meeting of the Kapamagayun Inter-Agency Task Force (KIATF) held in Datu Anggal municipality,” he said.

Midtimbang said that Talitay originally was carved out of the municipality of Talayan and that it has a big place in his heart.

“I am like a father to our constituents in the area and I hope the issue will be properly addressed and be given solution the soonest,” he said.

Midtimbang added that in the midst of the situation, he doesn’t want the situation to escalate in the nearby municipalities.

Pigcawayan draws activities for 64th founding day



PIGCAWAYAN, North Cotabato --- This municipal government has lined-up activities for the upcoming celebration of its 64th Foundation Anniversary slated on October 20, 2017.

Mayor Eliseo “Jun” Garcesa said this year’s observance is a significant one for the Pigcawayanons.

“We ensure that the celebration for this year will be a lot of fun and more exciting,” Mayor Garcesa said.

On October 16, they will stage the Pakaragyan Festival, Liga Day, Health Fair, Mayor’s Cup Billiard, Talent Presentation, and the presentation of candidates of the Mutya ng Pigcawayan 2017 which is the highlight of the celebration.

On October 17, there will be a North District Field Demonstration, Mayor’s Cup Billiard and the “Gabi ng Parangal” in recognition to the exemplary services extended by individuals and groups, who have contributed to the progress and development of our beloved municipality.

October 18 is the date for the Mayor and Vice-Mayor’s Cup Lawn Tennis, South District Field Demo, Kasalang Bayan, and the pageant night of the Mutya ng Pigcawayan 2017.

There will be Volleyball Tournament (mixed – inter –agency), 3x3 Basketball Tournament, West District Field Demonstration, Championship Game of Lawn Tennis (Mayor and Vice-Mayor’s Cup), Championship Game (Mayor’s Cup Billiard), Invention and Painting Contest, and the much-awaited Pigcawayan Got Talent on October 19..

Mamasapano aspires to be drug-free

MAMASAPANO, Maguindanao --- This municipal government conducted drug-testing to its 147 illegal drug surrenderees last October 5 at the municipal gymnasium in a bid to make the town “drug-free.”

Police Senior Inspector Regie Albellera said they have listed a total of 147 drug surrenderees in the town.

“There was one barangay with no illegal drug surrenderee,” he said.

Albellera emphasized that the purpose of the activity is to ensure that the drug surrenderees are not back into their wrong-doing.

“We have been conducting regular meetings with the Municipal and Barangay Anti-Drug Action Councils. We also do rounds of constant monitoring. Islamic symposium and values formation are also being undertaken. The families of the surenderees also participate as we go through with the house visitations. We continually encourage them to do good,” he said.

Mayor Tahirodin Benzar said they hope that all surrenderees would turn out “negative” after the drug testing.


“Through this test, we will know if they truly turned their backs on illegal drugs. Soon as they turn out negative, we will push for our barangays to be finally drug-cleared,” Mayor Ampatuan said. (GILMHAR A. LAO & ANNE ACOSTA - MINDANAO EXPOSE’)

COTABATO CITY --- Dayang Carlsum Sangkula Jumaide has been sworn in as the new secretary of the Department of Agrarian Reform in the Autonomous Region in Muslim Mindanao (DAR-ARMM).

Secretary Jumaide formally took her oath of office last October 2 before ARMM Executive Secretary Atty. Laisa Alamia.

“We are confident that Secretary Jumaide will serve the agrarian reform partners’ interest in our region,” Atty. Alamia said.

Secretary Jumaide replaces Amihilda Sangcopan who filed her resignation in August.

Sangcopan, partylist Anak Mindanao’s 3rd nominee for the House of Representatives, will be taking over the vacated seat of Sitti Djalia Turabin-Hataman who announced her resignation from her post on October 2.

Before Secretary Jumaide’s latest appointment, she served as assistant secretary of the ARMM’s Health department for four years. Starting as a staff nurse at the Datu Alawaddin Bandon Sr. Memorial Hospital in Tawi-tawi (1993-2000), Secretary Jumaide became a health information officer in the same province (2000-2006), project officer of the US Agency for International Development (2006-2010), and regional assemblywoman.

Municipal and provincial agrarian reform officers turned over the department's banner and key of responsibilities to the new DAR-ARMM chief. They also handed over a transition report, a personnel inventory and property plan, and an equipment report.

“To Secretary Dayang, I wish her the best. Hope you’ll find it an honor to serve our farmers in the ARMM. I did that for 30 beautiful months. Congratulations,” former secretary Sangcopan said.

The DAR-ARMM has been consistent in achieving 100 percent compliance to the Seal of Transparency and open government partnership. The department installed institutional feedback mechanisms to bridge the gaps in service delivery from the municipal to the provincial and regional offices.

“It’s a new challenge for me but I assure you that the DAR-ARMM will continue to implement, facilitate, and coordinate the delivery of support services to the agrarian reform beneficiaries,” Secretary Jumaide said.

“Let’s sustain the gains and bring in more reforms. Let’s see to it that the lives of our beneficiaries are exponentially blessed and enhanced beyond the ordinary,” she added.

DTI-ARMM opens applications for social enterprise camp

COTABATO CITY ---  The Department of Trade and Industry in the Autonomous Region in Muslim Mindanao (DTI-ARMM), in partnership with Strengthening Civil Society Participation in Social Enterprise Education Development (CSP-SEED), is calling for applications for this year’s ‘Local Changes: A Social Enterprise Ideation Camp.’

The CSP-SEED is a project financed by the European Union and co-financed and implemented by the British Council.

The week-long camp, which will be held in Davao City on November 5-11, aims at gathering diverse individuals who would like to explore their creative side while offering space to exchange, foster, think, and collaborate about social innovations through social enterprise.

Through the camp, the CSP-SEED hopes to encourage individuals to use social enterprise to create visions for a better, secured, and more prosperous future. It is open to youth organizations, civil society organizations, cooperatives, community, or people’s organizations seeking to deepen their social impact in a more sustainable manner through entrepreneurship.

During a press briefing held last September 29, DTI-ARMM Secretary Atty. Anwar Malang said the camp is open to the youths and even to the elderly who are willing to learn through the project. They must submit a two-minute video, which will explain the impact of their social enterprise idea to the community.

A seed funding of P100,000 and a one-year mentoring support will be given to each generated idea that best fit the contest’s criteria.

MBRH assists drug surrenderees



COTABATO CITY --- Mother Barangay Rosary Heights (MBRH) of this city continually helps the illegal drug surrenderees in its area to be finally out of the influence of illegal drugs.

Chairwoman Janeth Garcia- Dalagan said they conducted last October 5 a “drug assessment and monitoring” of their drug surrenderees.

“Out of our 46 surrenderees,  at least 28 of them are active in our various activities. The reason… some of them went home to their places of origins, while others already have jobs at this time,” she said.

Dalagan emphasized that some surrenderees did not surrender in the barangay.

“Some of them surrendered at Police Station 2, so our list there is around 65, while the original is only 46.”

In aid to the drug surrenderees, she said they have been conducting series of intervention and initiative activities such as the basketball tournament, boodle fight, counselling, and anti-drug symposium.

The recent clean-up drive, she added, was participated by more than 30 of them.

“We also conducted surprise drug-testing last October 5 so we will know if they have finally turned their backs from illegal drugs,” she said. (GILMHAR A. LAO & ANNE ACOSTA – MINDANAO EXPOSE’)
