Vigilance vs. terror threats

Television footages of the main battle area in Marawi City is a telltale of ruins after bombardments here and there following the siege by ISIS-inspired militants.  And this could happen to any city in Mindanao if terror threat is not contained. Lately, President Duterte said the ISIS or terror threat is here to stay as it niches globally.

Cotabato City is not safe or spared from such threat. Lt. Gen. Carlito Galvez, Jr., commander of the Western Mindanao Command, said: We’re looking now at the possibility that the next will be Cotabato City.” His statement was published online by InterAksyon.com. This indeed serves as a warning to us folks in Cotabato City or to any city if we stand off-guard. Why “the next” Marawi? Lt. Gen. Galvez mentioned the frustration and hopelessness over the (unacted) proposed Bangsamoro Basic Law (BBL) as one of the issues and selling point for the militant groups or extremists to incite armed uprising.

The re-enated BBL is still pending in Congress, which the proponents in the Bangsamoro homeland believes could check terrorism because of the mechanisms that could bring lasting peace and development to the settlers therein. The realization of this hope stands in the balance.

For now, we don’t want our dear Cotabato City to be “the next” Marawi… we cannot take the threat for granted by just relying on our security forces to repel or squash terrorism for surely there will be collateral damage. A public address system is roving around our villages to take vigilance against suspicious movements and have these reported immediately to the authorities. Suspicious packages have also to be reported for these could be bomb threats.

Our military and police authorities are contemplating on conducting a simulated  drill on terror threat to see how the different sectors react on any eventuality. Urban warfare defense has to be an inclusion in disaster preparedness and response program. Like earthquakes, we do not know when terror attacks would ignite and where it’s target would be. But we could only become intelligence multiplier(s) to prevent or check the terror onslaught.

We have to be part of the security watch if we mean holding on our dear lives and security of our homes. Vigilance is at best if we cooperate with one another to stop terror threat. Let not our homes and service centers be shambled. Your vigilance is the shield and offense against threat to peace. Remorse, remember, comes at the tail when it’s too late to prevent the carnage. “Remember the ruins of Marawi… let it not be.”
       


ARMM provides tractors to farmers

COTABATO CITY --- The Autonomous Region in Muslim Mindanao (ARMM) is committed to improve the condition of farmers after it has provided farm tractors to at least nine municipalities in the region that would benefit hundreds of corn and cassava farmers.

ARMM Governor Mujiv Hataman said a total of nine farm tractors amounting to P19.8 million were given to the municipal beneficiaries under the Corn and Cassava Program of the region’s Department of Agriculture and Fisheries (DAF-ARMM).

“The beneficiaries include the municipalities of Shariff Aguak, Pagalungan, Buldon, Datu Abdullah Sangki, and Rajah Buayan in Maguindanao province; Wao, Amai Manabilang, and Butig in Lanaodel Sur; and the municipality of Lugus in Sulu province,” the governor said.

Hataman signed last November 21 a memorandum of agreement with the recipient local government units.

Hataman was joined during the turn-over of certificates to the LGUs by Regional Agriculture Secretary Alexander Alonto together with Assistant Secretary Eugene Strong and Interior and Local Government Secretary Atty. Noor Hafizullah Abdullah.

Mayor Guiani highlights children in 2017 report

COTABATO CITY --- This city government is further taking stride in its human development agenda in creating a child-friendly society that will fulfill the needs and aspirations of children as it calls the involvement of sectors in programs advocating holistic and sustainable strategies to promote and protect children’s rights

In her 2017 State of the Children Report, Mayor Frances Cynthia Guiani said  children must be protected against all forms of abuse and exploitation and ensure that they are cared for by the government and civil society.

“In creating a better and healthier environment for our children, the city government, aside from our Office on Social Welfare and Development Services  and the Office on Health Services, is closely working with our partners like the Department of Education, the Reconciliation Center of the Oblates of Notre Dame, Child Fund Philippines, United Nations Children’s Fund, the United States Agency for International Development, the Samaritan’s Purse, the Rotary Club of Cotabato, and the Cotabato City Police Office,” Mayor Guiani said.

When it comes to child care, she said, the city government has allocated some P54.6 million for the different Child Care and Protection programs.

“This is about 10 percent of the total annual budget of the city for the year 2017, twice as high the required allocation of five percent for the total operational budget of the city government. Next year, we are aiming to increase this allocation in order for us to fully become the Most Child-friendly City in the whole country,” the mayor said.

Further, the biggest thing that happened this year to further protect the children’s welfare, she cited, is the enactment of Ordinance No. 4529, better known as the “Discipline Ordinance of the City” authored by Councilor JapalGuiani III.

“Under Ordinance 4529, we will impose curfew hours from 10 o’clock in the evening to four o’clock in the morning for persons below eighteen years of age, whether resident or non-resident of the city. The Discipline Ordinance also prohibits the selling and/or serving liquors and other intoxicating beverages to minors,” she emphasized.

Under the Day Care/Child Development Services program, the day care workers or child development workers in the barangaysand supervised neighborhood play have identified 8,196 pre-schoolers of ages two to four years old. 

“The objective of this activity is to be able to identify eligible children, including those with disabilities, and use them as basis in planning for child development purposes,” the mayor said.

The city government’s special program for 40 street-based working children under the millennium development goal-family based actions for children in the slum and their environs was conducted this year with the distribution of starter production kits to the mothers of the concerned children.

As to the educational assistance for indigent children, 130 elementary school children will be receiving P1,000 worth of school kits containing school uniforms, t-shirts, socks, school shoes, and other supplies, while 120 high school students will be receiving P1,500 cash for their additional school expenses.  Same provisions will be given to either children with disability or children whose parents are PWDs.

“The city’s street education program succeeded in serving 1,041 of these children, including those who considered themselves as street working children and the vagrant ‘Badjaos.’ Twenty-six benefited from the city’s social welfare outreach program, 48 were visited at home and received ‘small talk’ counseling, 116 were provided value formation orientation as well as 11 children were referred to other partner institutions,” she added.

For the youth program, 39 organized youth groups composed of 1,043 out-of-school youth individuals and other socially disadvantaged youth groups benefited from the city government’s “UnladKabataan” program for this year.  

Also this year, the city government formally opened the Women Crisis Center, a facility for women in crisis situation, especially victims of domestic violence. Like the Social Development Center or SDC, the WCC also provides social services, psycho-social interventions to admitted clients that include preparation of their foods and clothing, personal hygiene, orientation on house rules and regulations, and counseling. 

“Both centers will coordinate with the concerned agency or relatives in order to facilitate the clients’ return home,” Mayor Guiani said.

As of the end of October, some 3,955 children were given vitamin supplementswhich is87.29 percent of the target basing on Civil Registry Office’s record registry of 6,575 child births from January 1 to November 15, 2017.

In regards to violence committed against children and children in conflict with the law, Mayor Guiani was happy to report the significant drop in crimes against children from the period January 1to October 31, 2017.

“From a high of 123 crimes against children in 2016, this year we only had 80 incidents. We are hoping that this figure would stay until the end of the year and that it could further drop in the coming years. Parallel to the drop in crimes against children, there was also a significant drop in the statistics of youth offenders. From a record of 37 incidents in 2016, we have 23 from the period January 1 to October 31 this year. COTABATO CITY --- The Autonomous Region in Muslim Mindanao (ARMM) populace will now expect better calamity assistance and services following the inauguration last November 20 of a new, fully-equipped emergency response operation center located inside the ARMM compound.

The inauguration of the new building was led by Governor Mujiv S. Hataman. He was joined by first lady and former AMIN Representative SittieDjaliaTurabinHataman, among other officials.

Direcftor Ramil Masukat, Regional Disaster Risk Reduction Management officer of the ARMM, said the three-storey building would serve as headquarters of the region’s Humanitarian Emergency Action ResponseTeam (ARMM-HEART).

Masukat said the new ARMM-HEART Operation Center has state-of-the-art disaster monitoring facilities.

“With our new operation center, the delivery of our services will be more effective. We will still monitor 24 hours a day, seven days a week,” Masukat added.

The ARMM-HEART is a convergence of agencies involved in disaster preparedness and response services.Among these agencies are the Philippine Institute of Volcanology and Seismology; Office of Civil Defense; Department of Social Welfare and Development; Department of Science and Technology; Philippine Atmospheric, Geophysical and Astronomical Services Administration or PAGASA; Department of the Interior and Local Government; and  Regional Planning and Development Office.

COTABATO CITY --- In delivering his State of the Region Address (SORA) last November 20 at the Shariff  Kabunsuan Cultural Complex last November 20, Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv S. Hataman put emphasis on the regional government’s assistance in Marawi as it now undergoes massive rehabilitation phase following the siege of the city by ISIS-inspired terrorist groups.

The SORA highlighted the autonomous region’s 28th Foundation Anniversary.

Hataman said before officials and guests that the regional government will more than double its assistance to Marawi City to P930 million in 2018 from P450 million this year.

The governorexpressed hope that Marawi City will rise from the current challenges as rehabilitation and reconstruction efforts have begun after neutralizing the terror threat instigated by the ISIS-inspired Maute and Abu Sayyaf groups.

He also mentioned about lessons learned from the crisis and even cited the 2015 Mamasapano incident, which was followed by development initiatives and new opportunities for the town’s residents and those in nearby areas.

Further, Hataman said the Marawi Crisis could possibly fast track the passage of the Bangsamoro Basic Law, noting that more legislators will hopefully now realize the urgency of such a measure which has received “not so good”response from many legislators in the past.

For one thing, the Moro Islamic Liberation Front joined the occasion. Ghazali Jaafar, first vice chairman of the MILF Central Committee, was special guest at the SORA of Governor Hataman.

Jaafar is also chairman of the Bangsamoro Transition Commission (BTC) which pushes forward the Mindanao peace process. His presence was to reaffirm that the government and MILF are working together to end the five-decadelong conflict in parts of Mindanao.

It is a common knowledge that the MILF has consistently rejected the now 28-year-old ARMM as a solution to the quest for self-governance.

Development strides

Further, Hataman noted the regional government’s other development efforts the past years to bring about positive change and development in the component provinces in the ARMM.

The ARMM’s Health, Education, Livelihood, Peace and Governance and Synergy, or HELPS program has extended assistance amounting to P4.3 billion to over 400 barangays since 2014. The program is geared towards developing peaceful and progressive communities with each beneficiary barangay receiving P10 million for infrastructure development.

The regional government’s Humanitarian and Development Action Plan, or HDAP, which was developed in response to the Mamasapano incident, released roughly P2.23 billion for 15 municipalities in Maguindanao as of last year. The plan covers various government projects, specifically relief, rehabilitation, and reconstruction for the  promotion of peace and alleviating the situation in calamity-affected communities.

The ARMM’s Bangsamoro Regional Inclusive Development for Growth and Empowerment, or BRIDGE, launched in 2015 is another initiative which targets the poorest barangays as recipients. It now covers 119 communities with 5,800 family-beneficiaries. The program covers food and shelter, as well as provision of electricity and water supplyThe ARMM’s efforts to uplift the condition of the region’s educational sector succeeded as literacy rate in the region went up to 88.7 percent in 2015 from 80.3 percent in 2010, based on data from the Philippine Statistics Authority.

Hataman, however, said that more challenges need to be hurdled such as the ARMM’s 59 percent average scoring in the National Achievement Test compared with the national passing score of 75 percent.
 Strides have also been achieved in the public health sector in recent years. Maternal mortality rate in the region has gone down to 53 per 100,000 live births in 2016 from 65 in 2012. Infant mortality rate also went down in 2016 to 5.81 per 1,000 live births from 7.23 in 2012.

In the agriculture sector, the region has remained the nation’s top producer of  white corn and seaweeds. The ARMM government distributed 558 units of corn farming machineries, equipment, and facilities benefiting close to 20,000 farmers during the Hataman administration.

Support of the regional government to farmers has been consistent notwithstanding its limited resources. From 2012 to 2016, the ARMM has provided 1,823 units of various farm equipment and facilities to 1,662 cooperatives whose membership runs to more than 58,000 farmers.

The governor also cited a significant improvement in the economic condition of fishermen in the region based on figures monitored by government agencies. Average monthly income of fishermen in the ARMM increased to P7,005 last year from P3,495 in 2014.

Even as sectoral accomplishments were achieved, specific operations of government agencies showed marked improvements. Revenue collection from the Polloc Port in Maguindanao has grown significantly during the Hataman administration – from only P75,194 in 2013, to over P19 million in 2014, and close to P135 million last year.

Private and public investment figures in the region have been excellent despite reports of perceived security threats. From 2012 to present, proposed investments that passed through the Regional Board of Investments total P17.783 billion. As private investments come in, government infrastructure funding for the same period, comprising of 1,900 projects, have reached P26 billion.

The governor also noted the installation of 363 units of water systems in various parts of the region, worth over P2 billion. The regional government also initiated the construction of flood control structures, drainage facilities, and bridges, all amounting to more than P3 billion.

The regional government, Governor Hataman underscored, recognizes the role of local government units (LGUs) in promoting good governance in the ARMM. DATU SAUDI AMPATUAN (DSA), Maguindanao --- This municipal government  conducted last November 18 a “feeding program” in partnership with the provincial government and the Department of Social Welfare and Development.

The feeding program benefited at least 300 children from Madrasah “Markadz I b’n Muhammad” in Barangay Kitango.

Mayor Bai Anida A. Dimuakom said they served porridge, tetra pack juice, table banana, chicken sandwich, and bottled water.

“It is our goal to further increase nutritional status among the underweight and severely underweight children,” Mayor Dimaukom said.

The mayor said they would also want to see to it that the parents are aware of their roles and responsibilities and take seriously the nutrition of their children.

“Our end goal is to have healthier family members, most especially among the children,” Mayor Dimaukom said.

COTABATO CITY --- Second District of Maguindanao Assemblyman SidikAmiril has lauded the efforts of the Autonomous Region in Muslim Mindanao (ARMM) following the recent delivery of Governor Mujiv Hataman of his State of the Region Address (SORA).

Amiril said he was happy and satisfied with the report of the regional government on its various endeavors in uplifting the lives of the poorest of the poor communities throughout the ARMM.

“We’ve seen all their efforts, most especially with their incomparable dedication in handling the Marawi City crisis and the way they responded with the need of the internally displace persons,”

Hataman said the autonomous regional government  will more than double its assistance to Marawi City to P930 million in 2018 from P450 million this year.

LTO- Shariff Aguak to upgrade services

COTABATO CITY --- The Land Transportation Office (LTO) in Shariff Aguak, Maguindanao is slated to upgrade its services on the next calendar year through computerization program.

Ali G. Adatu, officer-in-charge of LTO -- Shariff Aguak Extension Office, said among service inclusions are renewal of registration and issuance of student permits.

“Hopefully we will do the licensing, too, in the future,” he said.

Further, Adatu urged the transacting public not to deal with fixers.

He said he has previously issued a “warning” in the wake of the modus operandi of these fixers.

Adatu said most of the fixers approach clients outside the LTO office while some would even visit the residents in their communities and would try to make a deal.

Adatu appealed to the public to directly transact with their office.

He assured clients that even without the help of fixers, transactions will be completed immediately.

“With the computerization process, such approaches shall be prevented,” Adatu said.

Meanwhile, the LTO has also started recently the implementation of the new driver’s license with five-year validity.

It was learned that all new applicants and those for renewal will immediately receive the license card if they do not have any registered violation.

5 things Filipinos must know about drug dependency
         
Taking it from Clarence Paul V. Oaminal of Drug Free Philippines Movement, there are issues we have to know about drug dependency. These found print in the Philippine Daily Inquirer through Google News – Philippines dated November 11, 2017. These are (quote and unquote):     

1. Drug dependency is not an issue of education.

Do not be fooled by the excuse and theory of the ignorant that it is lack of education that is the cause of drug dependency. The nation must know that drug dependency does not respect education; we have addicts who are doctors, lawyers, postgraduates, priests, pastors, and from all kinds of professions.

2. Drug dependency is not an issue of economics.

Fools say that it is poverty or lack of money that makes drug addicts. Have we not realized that drug addicts live in very expensive subdivisions just as they also live in the poorest squatter areas? Addiction plagues the very rich and the very poor.

3. Drug dependency is a family disease.

Drug addicts are products of a dysfunctional family. The disease is not individual, it is simply the result of the problem within the family. Thus, it is the family that must be treated and healed.

4. Smoking and drinking are the gateway vices to drug dependency.

Never be fooled by the rationalization of the fool that smoking and drinking are just innocent vices, these are the gateway vices that lead the path to drug dependency.

5. Parents are the shepherds of their homes, not the police nor the anti-drug agency.

Common dialogues of parents of addicts is that they blame the government, especially the Philippine National Police or the Philippine Drug Enforcement Agency, for not arresting/killing the drug pushers of their children/member of their family, but they never take responsibility for their family members becoming addicts.

Drug-free Philippines, my duty and your duty.

Drug Abuse Prevention and Control Week (November 13-19, 2017) has as its theme: “Listen First: Listening to Children and Youth is the First Step to Help Them Grow Healthy and Safe.”

Editor’s note: Parents and family members who embrace each other socially and religiously could save or spare the smallest unit or social institution of society from destructive vices, letting the sibsgrow maturely with wisdom and responsibility. Fighting illegal drugs is a primary concern of parents through proper upbringing of children, watchfulness in youth behavior, and dialoguing with one another. The family should transform itself as “peers” in itself. But parents first should be drug-free to be models of positive values.


Shariff Aguak LGU condemns burning of icons of a catholic chapel


SHARIFF AGUAK, MAGUINDANAO --- The municipal Government of Shariff Aguak condemns in its highest form the burning of religious icons of a Catholic Chapel last weekend situated in Brgy. Labu-labu Mother, this town.

Mayor Marop B. Ampatuan ordered the immediate and thorough investigation, and place the perpetrators behind bars.

“We will never allow this to happen again. We are doing our best to make this town a better place to live in,” Mayor Ampatuan said.

Local police said they have yet to identify suspects and motives behind the burning. Nobody has claimed responsibility for the incident.

P/SSupt. Agustin Tello, Maguindanao provincial police chief, said during interview that the investigation is still on going.

Pigcawayan is one of SGLG awardees


PIGCAWAYAN, North Cotabato --- This municipal government has proved once more its competencyin functional governance after it was awarded with the 2017 Seal of Good Local Governance (SGLG) by the Department of the Interior and Local Government (DILG) after passing all the assessment criteria.

The Pigcawayan local government unit, headed by Mayor Eliseo D. Garcesa, Jr., emerged one of the three LGU awardees in North Cotabato, alongside Kabacan and M’Lang.

“The local government underwent strict assessment held previously by the Regional Assessment Team of the DILG. We are happy with the outcome. We offer this award to our fellow Pigcawayanons,” Mayor Garcesa said.

The DILG said the SGLG symbolizes integrity and good performance through continuing governance reform and sustained local development. The SGLG is a progressive assessment system adopted by the Department to give distinction to remarkable local government performance across several areas.

For this year, 81 provinces, 145 cities, and 1,489 municipalities were subjected to the assessment by the DILG.

The SGLG is considered as one of the highest achievements of a local government unit. It is awarded annually to deserving LGUs across the country that  meet the much stricter “4+1” assessment criteria.

This 2017, for a local government unit to be awarded the highly-coveted seal, it needs to pass all of the four core areas: Financial Administration; Disaster Preparedness, Social Protection, and Peace and Order; at least one of these areas: Business-Friendliness and Competitiveness; Environmental Protection; and Tourism, Culture, and the Arts.

Along with the SGLG Marker, which stands proof of a responsible, efficient, and corruption-free governance, the SGLG 2017 recipients will also receive cash incentives from the DILG. The cash incentives will be used by the awardees to finance their local development projects.

PDEA declares drug-cleared barangays in Pagalungan

PAGALUNGAN, Maguindanao ---Efforts of this municipal government in its thrust to weed out illegal drug activities paid off following pronouncement of seven“drug-cleared” barangays and one “drug-free” barangay.

The “drug-cleared” barangays are Bagoenged, Buliok, Damalasak, Galakit, Kalbugan, Kudal, and Linandangan. Barangay Dalgan was declared as “drug-free.”

Barangay Poblacionhas yet to be cleared.

Barangays Inug-ug, Layog, and Kilangan, however, did not meet the parameters for inclusion in “drug-cleared” status among drug-affected barangays.

The parameters for declaration of “drug-cleared” status of drug-affected barangays are:non-availability of drug supply; absence of drug transit/trans-shipment activity; absence of clandestine drug laboratory; absence of clandestine drug warehouse; absence of clandestine chemical warehouse; absence of marijuana cultivation site; absence of drug den, dive, or resort; absence of drug pusher; absence of drug user/dependent; absence of protector/ coddler and financier; active involvement of barangay officials in anti-drug activities; active involvement of the Ssangguniang Kabataan to help maintain the drug-liberated status of the barangay; existence of drug awareness, preventive education, information, and other related programs; and existence of voluntary and compulsory drug treatment and rehabilitation processing desk.

The announcement of drug status was made after series of evaluations and tests duly certified by the Philippine Drug Enforcement Agency (PDEA) in the Autonomous Region in Muslim Mindanao (ARMM).

Director Juvenal Azurin of the PDEA-ARMM said they still receive reports on the presence of illegal drug personalities in the three remaining villages, hence,  the reason for holding the declaration of these communities as either drug-free or drug-cleared.

“It should be addressed first by the law enforcement agency so we can finally declare that these communities are finally drug-cleared. The declaration is not a forever assertion but an impetus for barangay leaders to do something more in maintaining such status,” Azurin emphasized.

Mayor Salik P. Mamasabulod said they are confident that soon all the barangays will be drug-cleared.

Rajah Buayan LGU, police as peace buddies

RAJAH BUAYAN, Maguindanao --- This municipal government has a new chief of police in the person of Senior Inspector Paisal Makmod.

The mayor expects that the two --- municipal governmentand the police chief --- should always be functional buddies in taking the lead in the fight against criminality to ensure and sustain law and order in the community so development is achievable.

Mayor Datu Zamzamin L. Ampatuan said the town’s new chief of police is an old acquaintance, a graduate of Notre Dame University - College of Engineering and who has also acquired his second course in Criminology.

“He also has a sterling record as a police officer,” the mayor said.

Mayor Ampatuan said his marching order is to stop cattle rustling, eliminate illegal drug trade, prevent robbery and theft, ensure law and order, enforce municipal ordinance, and regulate bearing of arms.

“The municipal police should work closely with the barangay government to attain those objectives and to ask support from the AFP units in the area as well as seek MILF assistance in the conduct of law enforcement operations,” Mayor Ampatuan said.

He also reminded Makmod to be decisive and focus on protecting the lives, property, and dignity of the citizenry while upholding the Rule of Law and Human Rights.

For his part, Senior Inspector Makmod asked the cooperation of the members of the Barangay Anti-Drug Abuse Council (BADAC) as well as the barangay tanods, village officials, and other law enforcers, including local residents, to work together against the number one problem in the community.

“We will prosper with our ultimate goal through collaborative effort,” Makmod said.

Meanwhile, the municipal government remains committed in its campaign to counter violent extremism in the town with the help of the religious sector.

Mayor Ampatuan said the role of religious sector can better counter violent extremism objectives.

He said the religious leaders are integral members of our society and key contributors to public discourse.

“The religious sector is our great partnerin the development aspect of our locality and as well in sustaining peace and security,” he said.

The role of education in countering extremism, he said, is reflective of terrorism prevention.

NOVEMBER marks the celebration of the National Children’s Month. 

On its 25th year, the city government of Cotabato, through the Local Council for the Protection of Children, launched the National Children’s Month at the Cotabato City Central Pilot School.

As its theme “Bata: Iligtas sa Droga” speaks, this year’s celebration focuses on the continuous effort of the different sectors and agencies to protect and prevent children from exposure to and acquisition of drugs  to keep them away from harm. The local council holds, too, on the vision of giving children a drug-free and low-risk community.

Guests and representatives from government, private, and non-government sectors graced the launching before diverse set of audience consisting of pupils from different schools, teachers, parents, and guardians.

City Police Director Senior Superintendent Rolly Octavio emphasized in his delivered speechthe full enforcement of the law which aims to apprehend these lawless entities involved in drug-related activities.

He also pointed out the importance of education and awareness-building pertaining to various information about drugs, their effects to several facets of human life, the consequences they may bring, and the coping mechanisms one has to undergo after having been a victim of drug use.

City Administrator Dr. Danda Juanday bolstered the concept of attaining a drug-cleared community.

He presented data and facts that support his claims that there is a need to double the effort to champion the anti-drug campaign.

The city administrator expressed to the audience, especially to parents and teachers, their responsibility in securing their children to guarantee that kids and adolescents are safeguarded against illegal drugs.

Supporting the children in their desired wholesome activity or letting them participate in any extra-curricular activities is one way of showing to the kids that they are loved, encouraged, and cheered on, he said.
