Riding on TRAIN
There are murmurs against the effect of
Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN)
Law. Why is that? While it has increased
the take-home pay of workers after being exempted from personal income taxes
for those earning not more than P250,000 annually, it has also increased the
excise taxes on petroleum products, automobiles, and sweetened beverages to
offset the foregone revenues from lower income taxes.
Surely, cost of consumer goods and services
will rise due to imposition of additional taxes on certain commodities which
protesters said added the burden of poor families. Manufacturers dependent on
fuel has to raise the cost of products to compensate for the added
expenditures. But government financial analyst say the cost increase of
affected commodities is only a fraction and should not be the basis for cost
exploitation.
But why the excise tax increase? Our
government needs sources of revenues for the “build, build, build” program and
defraying more welfare benefits such as free tuition in state colleges and
universities, wider health and medical coverage, higher salaries for government
workers, cash transfer for the poorest, and so on in the list of development
agenda. Take note, taxes are the bloodline of any government so long these are
not oppressive to the masses. We want to be assured that collected taxes
redound to the welfare of the constituents.
To those opposing the TRAIN Law, President
Duterte dared oppositors not to pay the taxes but warned of tax evasion cases
to be filed by the Bureau of Internal Revenue. “Do not blame me if the BIR also
will go after you. As simple as that,” he said in his visit to Cebu City last
February 13.
So what’s it gonna be? Either we don’t buy
the needed commodities or we perish for lack of needs. Never mind higher taxes
on sweetened beverages, alcoholic beverages, and cigarettes for these make us
sick. But those who can afford can still buy these products “at risk,” so the
medics would say.
What we can do is to develop the culture of
budgeting, spending only on those basic needs and not waste consumption. Many
may stand to benefit from TRAIN but at the same time contribute to added cost
for accumulation of more revenues which the government needs for its welfare
thrusts. People in other countries pay taxes, too, so long corruption is out of
the system.
Anyway, do you have any alternative to secure
added revenues but not increasing taxes?

TALITAY,
Maguindanao ---This municipal government has countered allegations that its municipal
government is not functional.
Mayor Allan Sabal, in an interview with
Mindanao Expose’ at the recently concluded meeting of President Rodrigo Roa
Duterte with officials from local government units throughout Visayas and
Mindanao held in Cebu City, said that Talitay has a functional government.
“In fact, we still continue with our programs
and projects started by my younger brother,
then mayor of Talitay,” said Mayor Sabal.
Sabal shared that all the projects from year 2017
are now being continued and will be finished this calendar year.
“I tell you, I am visible there. I may not be
around everyday at the office but because I would also regularly visit our nine
barangays. I don’t even spare my weekends just to serve them. Most of our
constituents are either fishermen or farmers,” the mayor said.
Mayor Sabal said they have one barangay which
is under water all year round and others slightly watered, while the rest are
agricultural lands.
“That makes our livelihood… farming and
fishing. I look into this matter since I would want to bring the government
closer to the people,” he emphasized.
Mayor Sabal said he would always remind the
barangay chairmen and officials to deliver true public service.
“I told them should they see any questionable
movement on the ground, they must coordinate with us and also with our local
authorities. That is what we have been reiterating in our recent Peace and Order
Council meetings,” he said.
Talitay is politically subdivided into nine
barangays: Bintan (Bentan), Gadungan, Kiladap, Kilalan, Kuden, Makadayon,

DSA holds ‘Motherhood Summit’
DATU SAUDI
AMPATUAN (DSA), Maguindanao --- This municipal government sees the value of
guidance of mothers to children to end violent extremism, stop illegal drugs,
and impart knowledge on climate change adaptation (CCA) packaged in an event
called “Motherhood Summit 2018” last February 15 held at the municipal
gymnasium.

Dimaukom said before a thousand participants that motherhood plays an important
role to save the children from violent extremism and illegal drugs.
“Mothers are the
closest to the children who are vulnerable and often marginalized individuals
should be the first line of defense. Proper knowledge should be imparted to
mothers so they can be of help to speak clearly about the topic and to know
where to turn for support and advice,” Mayor Dimaukom said.
Mayor Dimaukom
said it is the same how they combat illegal drugs.
“Definitely, good
upbringing really counts. Values start at home and when the children’s values
are intact, the foundation is strong and they couldn’t easily be persuaded by (negative)
indoctrination,” Mayor Dimaukom added.
Kahal Kedtag,
Secretary of the Department of Environment and Natural Resources in the
Autonomous Region in Muslim Mindanao (ARMM), emphasized the role of mothers in
facing climate change.
“Mothers play an
important role by properly educating their children at home. They can start by
understanding the importance of protecting the environment and preserving our
nature. Children should realize it at a very young age.The impacts of climate
change are already being felt. Children also have a major stake in the future
and a right to participate in decisions that affect them,” Secretary Kedtag
said.

PDU30 meets LGU execs
CEBU CITY --- President
Rodrigo Roa Duterte met with officials of local government units throughout Visayas
and Mindanao last February 12 to warn them not to be involved in any form of
corruption in the government and not to engage in illegal drug trade.
He also informed them about the looming
problem of terrorism in the country, citing threat of “regrouping” terrorist
networks.
Duterte gave a strong message against
corruption in government and said it should serve as a reminder to all public servants,
stressing the accountability of public office.
In past interviews, the President was serious
in his warnings against corruption as he always upends the accountability of
public officials.
Duterte emphasized once more the consequences
the local government officials would suffer when caught involvement in illegal
drug trade.
“This is a reminder. I ask the LGU officials
to ensure the visibility of police force and that they are not into any illegal
activity,” Duterte said.
In addition, Duterte revealed that he has an
updated list of government officials and other personalities allegedly involved
in the illegal drug trade but did not disclose the entire list.
The President’s fight to rid the country of
illegal drugs and criminality resonated among a population frustrated by the
deteriorating peace and order situation in the country.
For one thing, Duterte’s war on drugs has
also caught the attention of the International Criminal Court (ICC), which has taken
an initial review of a communication filed by a Filipino lawyer sometime last
year.
Mandate
One more reason Duterte called the local
officials was to remind them of their mandate to the people.
“Deliver true public service and stick with
your mandate,” he emphasized.
On the other hand, Duterte has committed assistance
to all local government officials from Visayas and Mindanao regardless of party
affiliation, assuring that every local
government unit would be getting a fair share under his term.
“Just tell me if there’s anything I can do
for you, personally, or if you want my intervention in your governance,” he said.
Moreover, the President stressed that his
priority is to fulfil his campaign promises to the people such as eliminating
corruption and illegal drugs, maintaining peace and order, and achieving
lasting peace in Mindanao.
He also warned local leaders about the
looming problem of terrorism in the country.
“The reason why I called you is for you to
know that there is a brewing trouble because of the regrouping of some
terrorist cells,” he said.
Duterte stressed that terrorists “are
spreading all throughout the country” and the national government with the help
of the local chief executives must address the problem.
Response
Maguindanao Governor Esmael Mangungudatu, as
a response, assured the President that they will closely monitor localities in
the province to prevent the “terrorists” to prosper with their illegal
activities.
“I call on the cooperation of everyone to be
vigilant. Let us help one another to maintain peace and order in our land,”
Governor Mangudadatu said.
Sultan Kudarat Governor Sultan Pax S.
Mangudadatu also affirmed his support to eradicate the movement of terrorist
groups in the area.
“Rest assured that the whole province of
Sultan Kudarat cooperates with our local authorities all the time. This is our

Kapatagan celebrates 36th Founding Day
KAPATAGAN, Lanao del Sur ---This municipal
government steps another milestone as it celebrated its 36th Foundation
Anniversary last February 8 held at the municipal grounds.
Mayor Nhazruddin B. Maglangit said during a
simple culmination program that as the municipal government notched another
year, the people of Kapatagan binding to oneness and camaraderie is their steadfast
eagerness to pursue peace and progress.
“I would like to extend my heartfelt
gratitude to the people of Kapatagan and stakeholders, especially to the autonomous
regional government, province of Lanao del Sur, national agencies and
non-government organization, for your unfailing support to our programs,
projects, and activities,” Mayor Maglangit said.
Mayor Maglangit said that with the
collaborative effort of everyone, they were able to achieve the prestigious
awards --- the 2017 Seal of Good Local Governance, Seal of Good Financial Housekeeping,
and Seal of Child-Friendly Local Governance 2017 --- awarded by the Department
of the Interior and Local Government (DILG).
Kapatagan also won 3rd place for
the “Malinis at Masaganang Karagatan 2017” given by the Bureau of Fisheries and
Aquatic Resources in the Autonomous Region in Muslim Mindanao (ARMM).
“Let’s join hand and reunite ourselves making
our stand towards peace and progress to our beloved Kapatagan. Let’s actively
support the government as well as the authorities in preserving peace and calmness
in our locality,” he said.

CFSI conducts reorientation on WASH Program
COTABATO
CITY - The
Community and Family Services International (CFSI), a non-government
organization whose office is located at Rosales Street in Cotabato City,
conducted a one-day review/reorientation on the status of Water, Sanitation and
Hygiene (WASH) in School Program for the first six months.
The program was launched in
August 2017 at Sero Central School.
The reorientation, held
last February 2 at the Division
Conference Hall, was attended by 140 participants composed of school heads,
WASH focal persons, Disaster Risk Reduction and Management coordinators, and
Brigada Eskwela focal persons.
This
was aimed at ensuring compliance by schools on the policies behind the WINS
Program which include efficacy of technical assistance and performance
appraisal.
This is a joint venture of the CFSI and Department
of Education - Cotabato City in the integration of WINS in the School
Improvement Plan (SIPs), incorporation of WASH activity in the class program, and
establishment of low-cost group hand washing and tooth-brushing
facilities.
Findings
of the monitoring using the Three-Star Approach (TSA) were distributed to the
participants for review and improvement of the system. The perfect score is “3”
if all the requirements and criteria have been complied with.
Schools not able to obtain
even one star have been advised to exert more effort to meet the standards.

Cotabato City celebrates 2018 Chinese New Year
COTABATO CITY - The
city government of Cotabato together with the ever supportive and active
Chinese community welcomed the Year of the Earth Dog with a vibrant and
exciting whole day festivity last February 16 which took place at the People's
Palace grounds.
The celebration kicked off with a culinary arts showdown where 10 lucky
pair contenders prepared and served mouth-watering Chinese dishes before the
distinct set of judges.
Adjudged as winners were Lizabeth Uka and Jonhson Balagat who
successfully delivered their own version of an authetic Chinese cuisine.
Landing in the second and third spots were Joshua Paran and Jerson Abelarde,
and Rommel Avillar and Rohamiah Ibrahim. The top 3 winning pairs and the rest
of the participating amateur homecooks went home delighted with cash prizes and
special gifts.
Hours before the lunar new year, talents of both Cotabateños and Chinese
friends were highlighted during the afternoon program. Students coming from
different academic institutions have graced the audience with their golden
voices and pair of dancing shoes. People have also become more excited during
the traditional lion dance while an electric fountain exhibition happened.
This festivity prepared by the city government is a simple way of
recognizing the contributions of the Chinese community in our humble town. In
fact, days before this celebration, a team of Chinese Investors coming from
China Engineering Construction (Shenzhen) Co., Ltd. had pledged their commitment
to pour in billions worth of infrastucture to further develop Cotabato City.
This would surely help uplift the lives of the indigent members in the
community by opening more job opportunities.
On a message delivered by City Grocers Association president Mr. Oscar
Tan-Abing, Sr and Filipino-Chinese Chamber of Commerce and Industry president
Atty. Eugenio Soyao, Sr., they both expressed that the Chinese community, in
return, expressed nothing but only their sincerest and utmost gratitude to the
local government for acknowledging the things they do to help improve the lives
of their fellow Cotabateños. They have also been delighted to see the
importance given to the preservation of the Chinese culture.
Likewise, City Mayor Atty. Frances Cynthia Guiani-Sayadi, being a
Chinese descent, was pleased to see the harmonious co-existence among her
people. She was also confident and optimistic that the year 2018 will be much
vibrant and progressive year for Cotabato City.
Proud and happy, she flaunted the recent achievements of the city and
the upcoming big projects the people will be expecting. In view of this, she
asked her people "support and cooperation of everyone so as to ensure the
fulfillment of the vision for a peaceful, safe, vibrant, and progressive Cotabato

House leaders hold consultations on proposed BBL
COTABATO CITY- Governor Mujiv Hataman
of the Autonomous Regin in Muslim Mindanao welcomed House leaders in his office
prior to the public hearing on the Bangsamoro Basic Law Bills (BBL) last
February 15 at the Shariff Kabunsuan Cultural Complex in the ARMM Compound,
Cotabato City.
Present for the consultation were representatives
Gloria Macapagal-Arroyo of the second district of Pampanga, Nancy Catamco of
the second district of North Cotabato, Ruby Sahali of the lone district of
Tawi-tawi, Mauyag Papandayan of the second district of Lanao del Sur, Wilter
Palma of the first district of ZamboangaSibugay, and Pedro Acharon, Jr. of the
first district of South Cotabato.
Partylist representatives Amihilda Sangcopan of
Anak Mindanao, Raymond Democrito Mendoza of Trade Union Congress of the
Philippines, and Tom Villarin of Akbayan were also present for the public
hearing.
Deputy Peace Adviser Undersecretary Nabil Tan also
attended the consultation.
The House leaders are presenting their proposed
Bangsamoro law to the public, which was consolidated from four bills filed in
the House, including the draft of the Bangsamoro Transition Commission.
Public hearings on the proposed BBL will also be
conducted in Mindanao areas every week until March.
On January 25, Senators Miguel Zubiri, Sonny
Angara, JV Ejercito, and Risa Hontiveros led the first public consultation in

CCSDO joins 2018 SRAA Meet
COTABATO CIITY - About 600 delegates from
the Cotabato City Schools Division (Office) composed of athletes, coaches, and
technical staff are now at the peak of action at the South Cotabato Sports
Complex in Koronadal City for the 2018 SOCCSKSARGEN Regional Athletic
Association (SRAA) Meet which runs from February 17 to 22.
The
delegationare being billeted at Purok Reyes Central Elementary School in
Poblacion of Banga, South Cotabato.
This
year’s host of the SRAA Meet is the Division of South Cotabato.
There are nine divisions in the region
competing in more than 20 sporting events.
` Among the events that Cotabato City can be
proud of are secondary basketball and football, hoping that the teams can do
their best and dominate the competition as the power house of the Cotabato City
Division.
Winners in the SRAA will advance to the
Palarong Pambansa which will be held sometime in April at Vigan City in Ilocos,
Region I.

City
thrives to grow
Cotabato City is growing, not in terms of territorial
annexation, but economically… a progression with record-high revenue intake in
its annals. Last week, a team from the Chinese Engineering Construction Company
signed a Memorandum of Understanding with the city government for a government
and private partnership scheme worth some P4 billion of investments. For us, it’s
a local version of “build, build, build” program.
If
realized and approved by the national government, our city will have its own
airport to be located in Barangay Tamontaka 3 and a seaport at Barangay
Kalanganan 2, two areas which will open new opportunities and scenario of aggressive
landscaping. Alongside are construction of new road networks. These infra building
projects alone will already open employment opportunities and then other stakes
upon their completion… hopefully, we pray.
Already,
the city is growing with the entry of new investments the past two years which
have provided its residents the needed employment generation. It has reaped
added revenues, hence, its annual budget has grown and nears the P1 billion
mark. More revenues mean better social and economic services for the populace…
we pray for the worth they reap.
New
investments have their accompaniments --- opening of more allied services and
generation of more livelihood and employment opportunities… we pray for our
social and economic well-being.
When
new structures are opened, new frontiers are borne, and new settings expand.
Population, too, may grow as our city would attract new comers (migrants)
because of the growing opportunities, hence, more vital services have to be
built and expanded. We also expect the rise of professional staffs to manage
specialized services.
With
its growth, the city has to open the peripheries to accommodate new commerce
and industries and huge infrastructures. New openings, of course, will result
to hikes in realty cost and lands will become assets for the “build, build,
build” version of our local government… we pray for the progression.
More
openings and with a more secured setting mean more movers coming in… we pray
also for appropriate environmental planning and protection for safer and
peaceful habitat for the populace.
DSA to upgrade services this 2018

AMPATUAN (DSA), Maguindanao --- This local government has in its development
blueprint the upgrading of the delivery of basic services for its constituents.
Mayor Bai Anida A. Dimaukom said during her
meeting with employees and the barangay chairmen that this is her “marching
order” to the municipal officials and employees “not only to double but triple
their efforts to sustain good public service.”
Last year, Mayor Dimaukom said they have initiated
capacity-building programs to equip the municipal employees with the necessary
skills in upgrading basic services being extended by the local government.
“That was part of our 2017 Comprehensive
Development Plan (CDP). In fact, we have conducted a seminar on Basic Customer
Service Skills. Under the BCSS, we taught the employees on the proper way of
treating clients with courtesy,” Mayor Dimaukom said.
Further, she said they also tackled on the
employees’ specific job descriptions according to their functions which
included time management and observance of official office hours.
Dimaukom stressed that they want to move toward
public excellence.
“This 2018, we will exercise the expertise in
moving our programs aimed at capacitating our own people in the local

Piagapo pushes development agenda
PIAGAPO, Lanao del
Sur --- This municipal
government is serious on pushing its various development agenda and in
maintaining peace and order for the benefit of its populace following the State
of the Municipal Address of Mayor Ali L. Sumandar last February 5 at the ABC Municipal
Hall, municipal complex, this town.
Mayor Sumandar shared that during his first 100
days as local chief executive of the town, he had laid down his priority
development agenda which include: good governance; economic development through
infrastructural development; enhanced organic agricultural production;
efficient and effective delivery of social services; health and nutrition
developmental programs; quality and standard education; peace and order; and
environmental preservation, conservation, and management.
“I am committed to use all the necessary means
in my capacity as the chief executive of the town to make a difference. In
fact, I have promoted the slogan ‘Onward Piagapo’ because it is my vision to
lead my people towards a progressive, peaceful, safe, and secured Piagapo,” he
said.
Good governance
Mayor Sumandar narrated
that when he assumed office way
back in 2013, the only property he has inherited from the previous
administration was the empty municipal hall building. “From there, the work of
the administration started and we started literally from the scratch.”
“A Municipal Hall is a symbol of local
governance. Turning an empty Municipal Hall to a working government center was
my first challenge as mayor. At present, it is evident how I won over my first
challenge. Now we are equipped with office furniture, supplies, and computers.
This is a mirror of our active governance,” he added.
Mayor Sumandar stressed
that one of the factors needed to attain good governance is to have capable and
well-skilled employees and officials. In this manner, the LGU-Piagapo
recognizes the needs to further enhance the capability and skills of its
officials and employees.
In response to such
calls and in line with the Human Resource Development
Program of this administration, they have encouraged and supported the elected
and appointed officials and employees to attend various capability building or
performance-enhancement training in order to equipped them with necessary
knowledge and skills to efficiently respond to the needs of clients and
efficiently discharge their duties and become
more capable in the delivery or in providing services to the constituents of
Piagapo.
“We shall implement Performance Reward System
this year to recognize the performing municipal officials and employees. We
shall also conduct barangay assessment wherein the best barangay that meets all
the criteria and requirements shall be given an award in the form of a tangible
project. By doing these, I am certain
that we could boost and motivate the morale of our officials and employees and
in such way promote good governance,” he said.
Financial
administration
Mayor Sumandar said that based on the
Governance Assessment Report of the Department of the Interior and Local
Government for the past three assessment periods, Piagapo was able to meet
majority of the criteria set forth in the core component of financial administration.
He added that the municipal government has
also remitted Life and Retirement Premiums (Personal Share, Government Share),
Employees Compensation and Loan Repayments to the Government Service Insurance
System with corresponding Collection Efficiency Rate of 100 percent.
“They aim to continuously maintain 100
percent collection efficiency rate in remitting our employees life and
retirement premiums and payment of loans. From 2016-2017, we were also able to
raise our revenue collection up to P775,686.04 with P366,152.51 increase as
compared to the previous year collection, through various collections from real
property tax, police clearance, community tax certificate, business permits,
and mayor’s clearance,” he said.
Administrative
governance
In the area of local legislation, the
Sangguninang Bayan has enacted the following ordinances which are truly instrumental
in the pursuit of the Seal of Good Local Governance: General Appropriation
Ordinance; Code of General Ordinance of the Municipality of Piagapo, Lanao del
Sur; Sanitation Code; Child and Youth Welfare Code; Ordinance on Segregation at
Source of all Households, Institutional and Commercial Waste and/or garbage
into wet or biodegradable and dry or non-biodegradable; an ordinance
prohibiting the manufacture, sale and distribution, possession and use of firecrackers,
pyrotechnic devices and other similar explosives within the territorial
jurisdiction of the municipality of Piagapo; and the ordinance implementing pre-emptive
and forced evacuation when disaster or emergency has been declared in the
municipality.
Economic
development
Mayor Sumandar emphasized that he has addressed
the issue on high poverty incidence in Piagapo which has increased to 81.4
percent, placing Piagapo third in the list of poorest municipalities in the
entire Autonomous Region in Muslim Mindanao.
“Talking about infrastructure and physical
developmental programs, in order to
address the issues on high incidence of poverty, we must determine first the contributing
factors to the fact. First root cause is the inaccessibility and poor road
condition. Hence, the construction of farm-to-market roads and connectivity
roads has been one of my top-most priority projects. Before I was elected as
municipal mayor of Piagapo, there were only 8.20 percent or 11,671 km. of our
142,311 km. total road network concreted and considered accessible. At the end
of my first term, this had increased to 31,895 kilometers or 22.42 percent. We are aiming that by the end of my second
term, we will have 35-40 percent of our road network already concreted,” he
added.
Mayor Sumandar said in their 2016 projects, they
have implemented the three- kilometer Gacap-Tawaan Road, one-kilometer Ilian
Proper-Mamaan Road, and one-kilometer Udalo-Palacat Road. In 2017, they have
implemented the 498- meter Bansayan-Udalo Road, 690-meter Udalo-Kalengenan Road,
700-meter Udalo-Palacat Road, and 1,870-meter Bubo-Sapingit- Mentring Road.
“This 2018, we are undertaking the the-kilometer
Paling-Mamaan Road to be funded by the INREMP, Marawi Ring Road of JICA, (refer to the PPT), and Udalo-Kalungunan-Pantaoragat
Connectivity Road. Out of our eight proposed priority infra projects for 2018,
which have been submitted to various agencies, four have already been approved
for funding. For the past few years, we have also initiated the construction of
Ilian Bridge, Radapan Bridge, and Kati Bridge. Our aim is to continuously
improve our road networks considering its very significant role in the growth
of our local economy,” he said.
Social services
To further address the lack of employment and
economic opportunities, the municipal government has initiated employment
opportunities for the constituents.
“Our administration has prioritized hiring
local residents which also include job opportunities on manpower/resident labor
in our various infrastructure projects. In addition, the Department of Social
Welfare and Development (DSWD) Field Office Region-12 implemented a short-term
job in the form of cash for work program which
benefitted 1,118 internally displaced persons were affected by the
Marawi Siege. The beneficiaries received a total amount of P2,500 after rendering community service
to the different barangays,” he emphasized.
The DSWD, with its PAMANA program, has given
away dressmaking livelihood program to one of the recognized peoples organizations
in Piagapo, wherein the PO had received the following materials and equipments
for dressmaking: electric embroider, manual sew master singer, assorted needle,
singer oil, simple, portable zigzag, singer motor, scissors, assorted thread,
tape measure, and textile cloths.
“In pursuit of providing a source of income
for some of our constituents and to activate the economic and commercial transactions
in the municipality, we have initiated the opening and launching of the Piagapo
Public Market at Barangay Radapan in August 23, 2017. We shall further improve this public market
for the convenience of our market producers and consumers,” he added.
Mayor Sumandar said that the LGU is
continuously implementing mandated programs on social services though the Municipal
Social Welfare and Development Office. One of
the social services which promotes economic development and to which this
administration gives utmost importance and priority is the provision of social
pensions for the elderly and senior citizens. In 2017, the number of our senior
citizens who benefit from this privilege pension has increased to 1,191.
“Aside from the social
pension, we also provide assistance to sick elders. Other benefits consist
of giving financial assistance to
sick indigents, assistance for bereaved families, and transporting of patients
to the nearest hospitals at no cost through the use of our municipal ambulance.
As of date, we have 4,435 beneficiaries of the Pantawid Pamilyan Pilipino
Program (4Ps) which aims to uplift the living condition of the people,
particularly those who belong to the poorest of the poor group,” he said.
Mayor Sumandar said that 2017 is considered
as the most challenging year due to the sudden, unexpected occurrence of the
Gacap Siege, followed by Marawi Siege and, early this year, we have the Typhoon
Vinta. They were so devastated by both natural and manmade tragedies.
Fortunately, he said, through the assistance of the ARMM, the provincial
government and the help coming from various non-government organizations and
sectors (CFS, WHO, UN, Action against Hunger, etc.) they were able to surpass
all those challenges.
“One more thing, through our Municipal
Disaster Risk Reduction Management DRRM Fund and from various donors, we were
able to provide assistance for the IDPs,” the mayor stressed.
On the other hand, the municipal government
of Piagapo strictly adheres to the advocacy on promoting organic farming. With
this reason, they became one of the active members of the League of Organic
Agriculture Municipalities, otherwise known as LOAM.
“We strongly believe that organic farming is
a sustainable and more advantageous for farmers. Our Municipal Agriculture Office is in its
continuous efforts of implementing various programs, projects, and activities
which are designed to support our poor farmers and alleviate their living
condition,” the mayor added.
In addition, to address the low agricultural
productivity, Mayor Sumandar said that theDSWD, through its PAMANA Program, had
given away 243 heads of working cows and 81 heads of working carabaos, which have
benefitted 34 cooperatives, POs in Piagapo. There were also two units of rice
mills, two units of rice threshers, and two units of corn shellers provided to
the farmer-beneficiaries.
Health care,
nutrition development
Mayor Sumandar said
the LGU, together
with the Rural Health Unit, has continued to provide efficient and effective
health services to the people.
“The presence of only one Rural Health Unit, one
birthing clinic catering to the needs of 25,440 constituents of Piagapo is such
a huge challenge for our health workers. Nevertheless, their unwavering efforts
and our partnership with NGOs have greatly improved the delivery of health care
services to the people. There was a significant decrease in the malnutrition
rate in our municipality. From 2.3 percent in 2016, the malnutrition rate had
decreased to 1.8 percent in 2017. Continuous implementation of such programs
will lead to completely eradicate malnutrition amongst our school age
children,” he said.
The mayor said the RHU is also promoting the
Department of Health Policy on Facility-Based Delivery, wherein it encourages
pregnant women to deliver at the health center rather than at their homes to
prevent possible maternal death and increase infant survival.
“This 2018, we shall implement the “Bahay
Tuluyan Project” wherein pregnant women may stay in the Bahay Tuluyan in anticipation
of their giving birth. In addition, we shall implement the Alkansya Ni Ina
Program wherein an alkansya for every pregnant mother shall be installed in the
RHU. At the time of giving birth, the mother may utilize the amount earned to
buy the cloth and milk for the baby,” he explained.
In support to
education, the provision of
quality and standard education is one of the priority concerns of the current
administration. Thus, the LGU is always in support of programs and projects
related to education.
Further, Mayor Sumandar said they have
strengthened the representations in the Local School Board to ensure that every
education level or stakeholders is duly represented in the Board. The academe
and the municipal government shall be in continues partnership in order to
address the issues and challenges faced by the academe sector.
One of the primary concerns of the academe
which needs urgent attention is the absence of sufficient and conducive
classrooms since majority of the school buildings are Marcos type and in their
dilapidated stage already. With the help of the SYNERGEIA Foundation, “we were
able to construct five classrooms for the Piagapo Central Elementary School.”
“We have institutionalized the Municipal
Scholarship Program wherein our top graduating students from elementary level
shall receive a monthly allowance of P1,000 provided that she/he maintains the
required grade. As of now, we have a total of seven scholars. Aside from this
scholarship program, we also have the Support To Education Program wherein
students coming from the poorest of the poor households but qualified and
deserving students are provided financial assistance. We have also supported
various extra-curricular activities such as scouting, sports competition, and
other education-related programs and activities,” he said.
In peace and order, Mayor Sumandar said year 2017
had been a very challenging year for them after facing the Gacap Siege followed
by the Marawi Siege and early this year, “we were devastated by Typhoon Vinta.”
“I have strong faith and belief that with the
help of the Philippine National Police, Barangay Peacekeeping Actions Teams
(BPATs), Armed Forces of the Philippines, and community leaders, we could still
attain a peaceful and progressive Piagapo. However, we have a problem regarding
the insufficient number of PNP assigned in our municipality,” the mayor added.
To augment the number of police officers in the town, Mayor Sumandar
said they have trained additional 65 BPAT members who will provide assistance
in maintaining peaceful and orderly barangay environment and suppress any
possible lawless elements. BPAT outposts have also been installed in every
barangay.
The following programs, projects, and activities were implemented in
support to the peace and order program of the municipality: MASA MASID
Launching; Provincial Anti-Drug Awareness Campaign (Municipal Roll Out); Listing
of Rido by Barangay for possible settlement; Settlement of Rido at the MAC; Series
of MPOC Meetings; and turn-over of loose firearms. (GILMHAR A. LAO

Market for 13,000 IDPs
MARAWI CITY --- More than 13,000
individuals displaced by the Marawi siege stand to benefit from a public market
to be constructed by the Autonomous Region in Muslim Mindanao (ARMM) in Bubong,
Lanao del Sur this year.
The ground-breaking ceremony for the wet and dry market was led by ARMM
Governor Mujiv Hataman, along with other officials, in Bubong, Lanao del Sur last
February 8.
The public market, worth P30 million, will sit on a one-and-a-half
hectare of land and will house 100 stalls. The market is expected to be
completed in 240 days.
Governor Hataman said the construction of the public market will open
additional economic activities in the town and in the entire first district of
Lanao del Sur since these areas have no formal marketplace. “It will mainly
cater to displaced residents of Marawi City who have sought refuge in the
town,” Governor Hataman added.
About 2,722 families, or more than 13,000 individuals, have sought
refuge in Marawi City's adjacent town of Bubong since fighting in the Islamic
city started in May 2017.
Governor Hataman has attended numerous consultation dialogues with the
displaced individuals to hear grievances from the grassroots. The
consultations, Governor Hataman said, will help in making a “well-informed
decision” for the projects and assistance that will facilitate in uplifting the
lives of displaced Marawi residents.
The IDP-organized Sowara O Miamagoyag, representing more than 12,000
households which evacuated to towns of Lanao del Sur, Lanao del Norte, and
Misamis Oriental, and to the cities of Iligan and Cagayan de Oro, has been
active in promoting the welfare of its members.
Sittie Joharah Pacalindo-Mamacotao, 27, a leader of the group from Barangay
Marinaut, Marawi City, said displaced residents should be supported on their
immediate needs of recovery to enable dignified survival. “We want to
become their representatives to amplify their voice.”
The group also recommended reparation and compensation for property
damage; livelihood; recovery and access to employment; shelter; participatory,
transparent, and accountable planning of Marawi rehabilitation; and land
dispute resolutions.
“Naniniwala ako na makakabangon ang mga Maranaw kapag natulungan sila ng
maayos,” Governor
Hataman told the IDP leaders.
The regional government has P150 million in un-programmed funds reserved
for projects and programs that would help in rebuilding Marawi City.
The regional government and the provincial government of Lanao del Sur
will jointly build an integrated public market and rehabilitate the terminal at
the Greater Marawi Area in Marawi City this year costing P90 million.
The national government-led Task Force Bangon Marawi (TFBM) has
allocated a P10-billion fund for the rehabilitation of Marawi City. The fund
can be accessed by government offices for any project through proposals.
The ARMM government has sent a proposal to the TFBM for the construction
of 500 permanent houses with complete facilities such as kitchen, solar panel
for electricity, and water sources. (Bureau
