City VM Guiani-Sayadi fully supports President’s fight against crimes and illegal drugs



COTABATO CITY--The fight against all forms of criminalities is now in full swing as Cotabato City Acting Mayor VM Atty. Frances Cynthia Guiani-Sayadi follows the lead of President Rodrigo Duterte in his battle against illegal drugs and other forms of felony.

From the beginning of her first term as the city’s vice mayor, Atty. Guiani-Sayadi has been very active not only in presiding every session of the city council but also in joining the city police as they roam around the city streets and conduct checkpoints every night.

At first, authorities were only concerned about the strict implementation of the nightly curfew for minors but during their operations, they were able to apprehend and confiscate open pipe motorcycles that were involved in the much complained about drag races along the national highway. Hundreds of modified mufflers were also seized and destroyed by the city police.

As the nightly “ronda” continued, even the interior parts of the city were penetrated by the local authorities. Several individuals were caught in possession and at times, in the act of using illegal drugs. The city vice mayor often witnessed the apprehension of identified thieves and carnappers in the city during these nightly operations.

With the joint forces of the city local government unit and the city police, the goals of a drug-free and crime-free Cotabato City is within reach as validated by the City PNP’s recent report on crime incidence during the recently conducted City Peace and Order Council Meeting.

Within the last eight months, different crimes committed in the city have decreased as compared to the same time last year, as reported by the city police office.

       
City Vice Mayor Guiani-Sayadi says her active participation in the nightly operations of the city authorities is her way of showing full support to the President’s fight against all forms of crimes. She said discipline must be imposed to all Cotabateños and that justice must always prevail.

       
“For the longest time, our people have been scared because of the proliferation of drugs that resulted to several crimes like robbery, theft, and even murder. We want our fellow Cotabateños to finally feel safe. They need to see that their leaders are truly working hard for them to enjoy their daily lives” Atty. Guiani-Sayadi said.

She further stressed her strong support in upholding the human rights of each citizen. As a lawyer and as a city government official, she believes that every Cotabateño must really be given the chance to enjoy his/her human rights. But it should be emphasized that enjoying one’s rights must not be at the expense of another’s.

When it comes to defending the rights of accused individuals, the vice mayor said that it is imperative for everyone to consider first and foremost the rights of the real victims—those people whose rights were violated by identified criminals.

“Yes, even the accused has his or her rights in the eyes of the law. But we should not just uphold the rights of these criminals but more importantly those of the victims of crimes resulting from the abuse of illegal drugs and the families of those who died in the hands of hired assassins”, the city vice mayor said.

She further called on to the people of Cotabato City to always be vigilant and to report to authorities immediately if they can sense suspicious people, groups, and activities in their areas for them to prevent any untoward incident in the communities.

Social enterprises soon to rise in the ARMM



COTABATO CITY--August  30-Following a 2015 study on the state of social enterprise in the Philippines, the British Council has decided to implement CSO-SEED, a program strengthening civil society participation in social enterprise education and development.

For the next three years, the target areas for the project will be communities in the Autonomous Region in Muslim Mindanao. The poverty incidence in the region has prompted the British Council to strengthen social enterprises that respond to the pressing needs of a community while alleviating poverty in the process.

The program hopes to establish an enabling environment for social enterprises, assist them in tackling issues around decent work, job creation, and enterprise development, and to provide a seed fund as capital and help enterprises grow and scale their impact in the community.


The British Council's implementing partners are Balay Mindanaw, Foundation for a Sustainable Society, Inc. (FSSI), and the Philippine Social Enterprise Network (PhilSEN). The program is funded by the European Union and will be carried out in coordination with the regional government, represented by the Department of Trade and Industry. COTABATO CITY--September 2- Oftentimes we see these Badjao children along the streets asking for food and money from random people.

Yes, your city government sees them and notices how they flock the city in groups. We know that some of them even cause inconveniences. But slowly, through the Office on Social Welfare and Development, these kids are given the attention that they need.

Through activities like feeding programs, we are able to get to know them and get their profiles. Our social workers got to talk and connect to our Badjao brothers and sisters.

The main goal is to establish rapport and eventually teach them vital things to improve their self-esteem and self-worth.

The city government, with the help of the DSWD, is formulating a plan on how to make these Badjao children and their families more productive so they may be able to be part of the development of our city.

COTABATO CITY--PNP MT. APO SHOOTING RANGE – 12 year old Jhuari Rosdi Dumama-Piang who represented Cotabato City in a practical shooting competition was awarded as CHAMPION in the junior classic category with 6 seconds best time in 12 stages of the Governor Taliño-Mendoza Cup, IPSC/PPSA (Philippine Shooters Association) Level 3 Handgun match held at Amas, Kidapawan City last August 25 – 28, 2016.

The young athlete yesterday visited our Acting City Mayor VM Atty. Frances Cynthia Guiani-Sayadi to personally show and offer his award to all Cotabateños; “Nagpapasalamat po ako sa supportang ibinigay ng ating Acting City Mayor VM Atty. Frances Cynthia Guiani-Sayadi, sa City Government of Cotabato, at sa lahat po ng naniwala sa aking kakayahan... It is an honor to represent our city”, said Jhuari.

We have just received news that Tenkgu Dato Ab Ghafar Tengku Mohamed, the Malaysian facilitator in GPH-MILF peace talks, has passed away this morning.

At a time when genuine allies in working towards just and lasting peace in the Bangsamoro are rare, his death leaves us with a feeling of profound loss and grief. The space he has left behind both in this world and in the hearts of our people will be hard to fill. We send our condolences to his friends and family, and we assure them of our prayers and support.

2nd REDPB-ARMM Regular Meeting





COTABATO CITY--Members of the ARMM's Regional Economic and Development Planning Board (REDPB) convened for its 2nd Regular Meeting series of 2016 on Tuesday, August 30, 2016 at the Regional Planning and Development Office (RPDO) Conference Hall, ARMM Compound, Cotabato City. ARMM Governor Mujiv Hataman presided over the meeting.

REDPB is the highest planning and policy-making body in the region chaired by the Regional Governor and composed of the members of the Regional Legislative Assembly, provincial governors, city mayors and representatives from non-government organizations.

On the agenda were presentation of ARMM economy in 2015, Nutrition Status of Children and other age groups in 2015 and the 2030 Agenda for Sustainable Development Goals, among others.

Acting City Mayor Atty. Frances Cynthia Guiani-Sayadi supports President Rodrigo Duterte’s fight against crime and illegal drugs.
Together with the City PNP, Acting City Mayor Guiani-Sayadi has been visiting the streets of Cotabato and headed operations against perpetrators destroying the city.

In the last City PNP accomplishment report during the Peace and Order Council Meeting; crimes in Cotabato have been decreasing since the official joins police operations and ronda patrols.

“The President, in his speech, said that human rights cannot be used as a shield or an excuse to destroy the country. As a lawyer and a city public official, I also respect everybody's human rights and I believe that all Filipino citizens must enjoy these. But undeniably, crimes have been lurking everywhere in our country as much as these are committed in our city. We have families to protect and lives to save. We must all put in mind that there are real victims that we need to defend”, said Acting City Mayor Guiani-Sayadi.

The official also added that we should focus on how to help the real victims and not just the rights of drug users, and alleged criminals but those that are victims of crime perpetuated by those that are under the influence of illegal drugs and gun-for-hire individuals.

The official also said that discipline among cotabatenos must be imposed and thus justice must be served; “I am not saying or encouraging death among criminals, but we should be vigilant enough to give justice to the real victims… looking back, our city have been terrorized and destroyed, victims of riding in tandem are everywhere, illegal drugs have been sold out anywhere in our city and theft and robbery have been a long problem. We should not just cry for the lives of the alleged drug addicts but we must cry and shout for justice to the real victims of crimes committed”.

BARET CELEBRATES TRIUMPH IN GAWAD KALASAG 2016





 Datu Odin Sinsuat, MAGUINDANAO- The Bangsamoro Rescue Team (BARET), a Volunteer Group in Mindanao, steps another milestone of competence as it celebrates victory after winning 1st Place in the Best Volunteer Group Category during a recent awarding ceremonies of the regional winners in the “Search for Gawad Kalasag 2016” sponsored by the Office of Civil Defense-ARMM.

Aladdin B. Palanggalan, President and CEO of BARET, said during a gathering with partners on Saturday, 27 August 2016, that the team is elated after winning first place in the most coveted “Search for Gawad Kalasag 2016”.

“The feeling is surreal, and I must say this is the fruit of our endeavours. BARET is a uniform humanitarian volunteer organization composed of different individuals with skills on disaster management, emergency medical service/technician, vhf radio license operator, license nurses and other field of expertise. Thank you so much for this one of a kind recognition,” said Palanggalan.

Palanggalan said BARET was officially organized on 14 November 2013, when the call for mitigation and preparedness arises due to various natural and human induced disasters frequently experienced in the Bangsamoro homeland.

“Let me say this for once, BARET is not an exclusive organization for the Bangsamoro, instead it is an inclusive organization for any individuals, regardless of religion, race, ethnicity and even economic status, as long as they are sincere to share their skills and committed to take the risk to save others lives. We invite you to join us,” said Palanggalan.

Palanggalan said the team practices diversity policy statement. He said the men and women of the BARET are the core of capability. Their ability to attract, develop, retain and deploy a quality, diverse workforce is the key to the success of BARET.

“It must be a top priority for everyone. The strength of their differences and similarities shall be honed to create positive environment through consistent leadership, where all members of the BARET can achieve their potential and make their greatest contribution to accomplishing the mission. They should continuously strive for a workforce and promote an environment that places high values on individual dignity, respect and professional growth. Lastly, diversity in the workforce contributes measurably to creative thinking and innovation so critical to excellence. Each one must ensure that his/her actions conform to the spirit and intent of his policy, based on our core values of courage, honor, industry, loyalty and discipline,” said Palanggalan.
Further, the team’s primary mission is to save the greatest number of lives and minimize injuries to victims during emergency. Their mission is to gather more skilled individuals to share their expertise and serve the peoples in need in time of calamities and/or preparedness.

Palanggalan added the ultimate objective of the BARET is to be the best rescue team ever established in the Bangsamoro homeland.

“We would want to promote a culture of safety and resilience as continuing investment in educating and training to transform the thinking and practices of the people in the communities, establish monitoring and response teams during emergencies and/or disasters, forge linkages between and among local, national and international entities, and attain and maintain a rational and orderly balance between socio-economic growth and environmental protection through sustainable use of resources, development, management and conservation of the Bangsamoro’s natural resources,” said Palanggalan.

Palanggalan said the team offers the following programs and services: Disaster Risk Reduction and Management, Food Security, Emergency Nutrition, Training Services, Youth Development and Humanitarian.

“Our Emergency Response Unit includes Medical Responders and the Search and Rescue or the SAR. For the SAR, it is composed of two (2) group, the Urban Search and Rescue (USAR) and the Water Search and Rescue (WASAR). USAR specializes rescue skills to locate trapped persons in collapsed structures and other entrapment due to natural disasters and collapsed trenches, using standard array of tools, equipment and supplies suitable for teams at Light, Medium and Heavy operational levels. WASAR on the other hand, specializes rescue skills on proper water entry, types of swimming, lifesaving, group survival, water evolution and knot tying,” said Palanggalan.

Meanwhile, Palanggalan said they also have Junior BARET Responders, where the youth members are involved in creative strategies which gives them the chance to gain the realization of their worth in the society. It further provides them with avenues of participation.

“Junior BARET programs may include activities in sports, socialization, skills training, and other forms of youth advancement and contribution to the community,” said Palanggalan.

Leo T. Alicias, Assistant Regional Director of OCD-ARMM, lauded the victory of the Bangsamoro Rescue Team.

“We sincerely congratulate BARET and the rest of winners in the 2016 Search for Gawad Kalasag. We hope to inspire and encourage more entries to participate in the next Calendar Year,” said Alicias.

2016 Ports Management Summit




COTABATO CITY -The ARMM's Ports Management Authority (RPMA-ARMM)conducted a one-day summit today, August 30 at the Grand Astoria Tower Skyview Convention in Zamboanga City.


With the theme "Collaboration and Information Sharing as Key Factors to Promote Development Initiatives in ARMM Ports," the summit is a maiden flagship initiative of the RPMA-ARMM.

Ersan Imban Warad, general manager of RPMA-ARMM said the conduct of the summit was aimed at soliciting diverse regional platforms from various investors, port operators, stakeholders and port users to explore potential business opportunities, discuss management strategies and development initiatives in the port sector.
