"No ID, No Entry" in city

COTABATO CITY ---In support to President Rodrigo Duterte's declaration of Martial Law in Mindanao, the Cotabato City government has implemented the “No ID, No entry” policy, the city mayor here said last May 25.

The decision was reached after Mayor Cynthia Guiani-Sayadi met all village officials in an emergency meeting last May 24 in the aftermath of the bloody terrorist attacks by ISIS-inspired Maute Group and Abu Sayyaf.

Sayadi first directed all village chiefs to intensify visibility and to conduct checkpoints “in areas where it is necessary.”

“This is to ensure (at barangay level) that no intruders will be able to penetrate and disturb the residents,” she said in a statement.

Residents and travelers will expect tightened checkpoints along the city's entry and exit points to be implemented by Army-led Joint Task Force Kutawato (JTFK).

Heightened alert is also implemented in the coastal areas and communities living near riverbanks.

In declaring the “No ID, No Entry” policy, Sayadi said this applies to all those entering the city from north and south section of Cotabato City.

Every motorist is required to log-in at checkpoints and present valid identification cards after reports that some inmates of Marawi City Jail were freed by the Maute Terror Groups that attacked the city.

Some of the inmates are Maute members from Cotabato City.

"In the exercise of public safety, we deem it necessary that everyone going in and out of the city is well accounted for," Sayadi said.

The mayor said residents are advised to always bring identification cards whenever they go out of their homes.

“Children must always be accompanied by parents and those without IDs must not go around without companions. The nightly curfew for minors is also still in effect,” Sayadi, in a statement, also said.

All residents are encouraged to report immediately to authorities any sight of unfamiliar faces in their communities.
"There is no cause for alarm or panic, but we are just implementing these strict guidelines as preventive measures to any spill-over of violence. Everyone must stay vigilant and be on guard at all times," Sayadi said.

The chief executive expressed her full support to President Duterte in his declaration of Martial Law in Mindanao, saying she trusts the President's wisdom and is confident that this can prevent any terrorist attack in the future.

DOH-ARMM launches“A Mother’s Promise”

COTABATO CITY --- The Department of Health (DOH) in the Autonomous Region in Muslim Mindanao (ARMM) in partnership with the United Nations Children's Fund (UNICEF) continually promotes the protection of both mothers and newborns with its newest advocacy, the launching of “A Mother’s Promise,” which contains local videos promoting the protection of mothers and newborns from tetanus.

Regional Health Secretary Dr. Kadil “Jojo” M. Sinolinding, Jr. said the launching of the locally-produced advocacy videos on maternal and neo-natal tetanus elimination (MNTE) is timely as the regional health office marked the celebration of the International Women’s Health Day last May 28.

“We want to sustain the elimination strategy of maternal and neo-natal tetanus in our region. To do this, women and their communities should understand that it is them who will eventually determine the survival and protection of mothers and newborns during child birth,” said Dr. Sinolinding.

Accordingly, the videos carry the message of four (4) Ps of immunization: Proteksyon; Pagmamahal sa Sarili at kay Beybi; Pagpapahalaga sa Kalusugan; at Pagtitipid.

With the aim to eliminate maternal and neo-natal tetanus (MNT), theDOH-ARMM through its Expanded Program on Immunization (EPI) with support from UNICEF,has implemented Immunization activities for reproductive age women.

It was learned that the vaccinations began in January last year in the archipelagic provinces of Sulu and Basilan, and Marawi City with its surrounding municipalities (Kapai, Ditsaan-Ramain, Marantao, and Saguiaran). Concluding the immunization activities, the next goal is to sustain the interest of women and expectant mothers in completing the anti-tetanus shots in the health centers.

Erlyn Rodrigo Hampac, regional immunization program coordinator, said they hope that by viewing the videos, women will realize the importance and benefits of immunization and will voluntarily submit themselves to vaccination as well as become self-reliant in seeking basic health services, including immunization.

“The protection and survival of mothers and newborns are the basic rights that we want them to enjoy,” Hampac said.

Dayang Jumaide, DOH-ARMM assistant secretary, said celebrating women’s health through the launching of the videos is an affirmation of the region’s commitment to help fulfil every mother’s promise to her unborn child.

“When women are cared for and protected, when they are allowed to seek health services that they believe are beneficial to them, we become more assured that babies survive and grow up to be healthy individual,” said Jumaide.

Dr. Sadaila K. Rakiin, regional technical services chief, thinks the videos are powerful tools for changing mindsets.

“We thank UNICEF for helping local health workers create videos that promote the understanding of health messages that are told within our own realities and experiences. When people understand and feel the story, behaviors can change instantly,” Dr. Rakiin said. (GILMHAR A. LAO– MINDANAO EXPOSE’)

Vaccination
The DOH-ARMM has announced that about 300,000 women of reproductive age, from 15 to 49 years old, have received free tetanus and diphtheria vaccines as of this May.

In a news conference, DOH-ARMM Secretary Dr. Kadil Sinolinding, Jr.said the region’s health providers have exceeded the target number set by the DOH central office.

“The central office’s target is at least 80 percent, but we in the region vaccinated 88 percent of women of reproductive age,” Sinolinding said.

He said the vaccinations started in January last year in the provinces of Sulu and Basilan, as well as in the City of Marawi in Lanaodel Sur and its surrounding municipalities Kapai, Ditsaan-Ramain, Marantao, and Saguiaran.

“We are committed to continue eliminating maternal and neo-natal tetanus (MNT) in the entire region,” he said.

The data were officially released Wednesday (May 24) afternoon as the DOH-ARMM launched its locally produced advocacy videos on MNT.

“We make sure that all women of reproductive age can avail of free vaccination,” Dayang Carlsum Sangkula-Jumaide, DOH-ARMM assistant secretary, said.
“This is free from the government,” she said, urging the public to prevent the sale of vaccines. “Please report to our office if the health providers sell the vaccine.”

The 2015 assessment by the DOH in collaboration with the World Health Organization and the United Nations Children’s Fund showed that the country’s MNT high-risk areas are in the ARMM.

“That was in 2015, we have improved the health of our reproductive women,” Sinolinding told reporters later.

To reach these high-risk areas, the DOH-ARMM implemented supplementary immunization activities to cover reproductive age women with three rounds of vaccination against tetanus.

COTABATO CITY ---- The Municipal Treasurer’s League (MUNTREAL) of Maguindanao is slated to comply with a memorandum order from the Bureau of Local Government Finance (BLGF) of the Department of Finance (DOF) requiring municipal treasurers to submit Sworn Statement of Assets, Liabilities and Networth (SALN) for the Calendar Year 2016.

Engr. Tokan Brahim, president of MUNTREAL, said that in the best interest of service, and in compliance with Article XI Section 17 of the 1987 Constitution and Section 8 of Republic Act No. 6713, the “Code of Conduct and Ethical Standards for Public Officials and Employees,” and to provide lead time for the review and submission to the Civil Service Commission (CSC), the municipal treasurers have prepared to submit their SALN for CY 2016.

“Our members will submit their SALN for review/consolidation and submission. This is for transparency,” said Brahim.

Further, it was learned that in accordance with Department Order No. 12-2011 dated 25 February 2011, and Memorandum dated 20 June 2013 of the DOF, all BLGF regional directors are advised to direct all appointed and designated local treasurers within their jurisdiction to submit two original copies (one copy for the Central and one copy for DOF) of their SALN for CY 2016.

“It is going to be submitted within thirty (30) days from 30 April 2017, which is the deadline for filing of the thoroughly and truthfully accomplished SALN to the CSC or Ombudsman,” Brahim added.

In a memorandum dated April 5, 2017 issued by Regional Director Tessie S. Mangaccat of the BLGFin Region XII, it was said that the matter should be in immediate compliance.

Brahim said they will faithfully comply according to the deadline set by the BLGF.

Royal Sultanates of Mindanao hold 2nd Grand Summit

DAVAO CITY --- The Royal Houses and Sultanates of Mindanao gathered last May 21 for the second grand summit of the Confederation of Royal Sultanates in Mindanao.

This time, it was held at the SMX Convention Center in SM Lanang of Davao City.

The sultanates and datusheld a consultative and action forum on the role of the confederation in assisting the prevention of insurgency, terrorism, and security.

Sultan Omar Pax Mangudadatu, Sultanate of the Grand Royal House of Raja Buayan sa Buayan and governor of Sultan Kudarat, said it signifies their truest commitment to help the government of President Rodrigo Duterte in addressing the problems in Mindanao, particularly the peace and order situation.

“As we gave our vow earlier to be united and become government’s partners for peace and development in Mindanao, it is also our goal to assist the government in the prevention of insurgency and terrorism.” Mangudadatu said.

Further, he said that with the presence of Jesus Dureza, secretary of the Office of Presidential Assistant on the Peace Process, it only means a strengthened collaboration between the government and the Royal Houses.

“We are here to show that the Muslims’ datus and sultans are united for the peace and development,” Mangudadatu said.

Moreover, a consultative and action forum on the role of the confederation on the proposed Bangsamoro Basic Law (BBL) and Federalism were also tackled during the summit.

Meanwhile, Mangudadatu said they will always be grateful on the importance given by the President to the datus.

“We are positive that the confederation could be of help in the government’s peace efforts because it has direct access down to the grassroots level.

“Royal Houses are still relevant even at this modern time,” he said.
Further, the sultanates and datus are bound to strengthen the promotion of self-identity under a regime of peace, harmony, solidarity, and reconciliation.

It was also learned that the sultanates will continue the alliances to become stronger and to support one another.

The confederation envisions a genuinely empowered institution of leadership in Muslim Mindanao that is self-subsisting, autonomous, and enjoying greater freedom in governance.

The summit was attended by the Royal Sultanate of Raja Buayan, Royal Sultanate of Kabuntalan, Iranun Sultanates League of the Philippines, Royal Sultanate of Sulu and North Borneo, 16th Royal Houses of Lanao, Federations of Royal Sultanate of Lanao, Marawi Sultanate League, Royal House of BangsaKagan Davao, and  Royal House of Sarangani.
