COTABATO CITY – The Bangsamoro Transition Authority (BTA) Parliament in partnership with the European Union (EU) funded “Support to Bangsamoro Transition” (SUBATRA) programme successfully finished a three-day “Seminar-workshop on developing strategic plan for the Parliament Secretariat”, from December 1 to 3, held at Em Manor Hotel, this city.
Rommert Folkertsma, team leader of the SUBATRA programme, said the purpose of the workshop is to strengthen the skills of the BTA Parliament Secretariat.
“One objective of this activity is for them to acquire new tools in the development of a medium-term strategic plan,” Folkertsma said.
Speaker Pangalian M. Balindong stressed in his message as read by Chief of Staff Atty. Ranao Datu-Dacula, that the Bangsamoro government greatly encourages the active participation of the non-government organizations (NGOs) in its peace and development efforts.
“We would like to acknowledge the SUBATRA programme for their valuable assistance. On the part of the BTA, we are committed to making sure that the programs and projects headed by SUBATRA are in full support and harmony with the Bangsamoro government’s comprehensive development plan. As we work together, we shall secure the socio-political well-being of the of the Bangsamoro people, and solidify a collaboration that will strengthen the moral fiber of the entire Bangsamoro region,” a part of Balindong’s message.
The Speaker added we are at a phase where our will and commitment are being tested and we are being polished into becoming our best in terms of service delivery.
“As we move further ahead in our objectives, we must join ourselves with the key strategies and concepts in planning and materializing our purpose. Through this, workshop, we shall be able to prepare ourselves well as core representatives of the BTA Parliament. We will learn how to identify areas of concerns that need to be prioritize,” Balindong said.
Prof. Raby B. Angkal, BTA Parliament Secretary General, expressed his gratitude to SUBATRA for its support to the BTA Parliament.
“We are truly grateful of your aid to the Parliament and we look forward for a fruitful collaboration with your organization,” Angkal said.
The seminar-workshop is aimed to accomplish the following: conduct a strategic planning exercise for the Bangsamoro Parliament Secretariat; gain insights on the basics of the strategic planning and capacity development for its support staff and the Secretariat; develop good vision and mission statements for the Secretariat; identify strengths, weaknesses, opportunities, and threats (barriers); and draft a five-year strategic plan for the Secretariat.
During the course of activity, Folkertsma discussed about the importance of strategic planning in organization, along with its concepts, nature and components. He also discoursed Stakeholders Analysis as well as Logical Framework and Methodology.
Furthermore, SUBATRA Key Expert Atty. Reginald Pastrana tackled the relevance of a strategic plan in Parliament and its support service system which include the formulation of vision and mission statements and core values. Pastrana also discussed about the SWOT and Pestle Analysis, together with the strategic goals and objectives.
Following the group presentations, a Technical Working Group (TWG) has been formed.
Meanwhile, the conduct of the strategic plan is only one of many key programs of the EU funded SUBATRA Programme.
Signed in July 2020 with a grant of EUR 26M or P1.48B, SUBATRA aims to contribute to the smooth and timely undertaking of the transitional government process through strengthening of the capabilities and capacities of the three branches of the Bangsamoro Government – executive, legislative, and judiciary – engaging with civil society to contribute to a peaceful transition. The aim is to enhance capacities that are critical for the sound functioning of the interim institutions.
